Bilingual HR Office Manager

Hot Foot Recruiters is hiring a Bilingual HR Office Manager to support U.S. operations for a global high‑tech engineering and facility maintenance company. This high‑impact role requires a Mandarin‑speaking HR professional with generalist HR experience, payroll, accounting support, and office operations knowledge. The ideal candidate will serve as a trusted problem solver and right hand to U.S. and Taiwan leadership.

Responsibilities
  • Serve as the U.S. HR lead for a growing team of engineers and field staff.
  • Own full employee lifecycle: onboarding, performance, engagement, compliance, and off‑boarding.
  • Handle sensitive employee relations, investigations, and policy enforcement.
  • Manage biweekly payroll processes in coordination with accounting and operations teams.
  • Support general ledger tracking, expense coding, and vendor payments as needed.
  • Assist with procurement, office admin duties, and occasional logistics coordination.
  • Ensure compliance with U.S. labor laws and internal cross‑border company policies.
  • Work closely with U.S. Operations Manager and Taiwan‑based executive team to align on HR and administrative priorities.
Qualifications
  • Bilingual fluency in Mandarin and English required.
  • 5+ years of HR generalist or HRBP experience, with exposure to payroll, office operations, and vendor coordination.
  • Strong understanding of U.S. employment law, compliance, and HR best practices.
  • Experience working with payroll systems and basic accounting processes (GL coding, expense reporting, AP support).
  • High attention to detail with strong organizational and problem‑solving skills.
  • Experience in construction, engineering, or a project‑based environment preferred.
  • Self‑starter with a team‑first attitude and ability to “wear many hats.”
