We are seeking a high-level Manager of Immigration to lead and protect our international workforce infrastructure. This role is responsible for the strategic oversight of complex immigration programs for both inbound and outbound personnel, ensuring total alignment with federal, state, and international statutes.
Based initially in the Tempe and Peoria, AZ area, you will be a critical partner to our legal and executive teams as we scale our workforce from the construction phase into full-scale factory operations.
Core ResponsibilitiesStrategic Global Mobility Leadership
Inbound/Outbound Strategy: Architect and execute a comprehensive mobility roadmap that supports global hiring and long-term workforce retention.
Visa Lifecycle Management: Serve as the subject matter expert for all specialized filings, including H-1B, L-1, O-1, STEM OPT, and permanent residency (Green Card) pathways.
Counsel Liaison: Manage the relationship and case strategy with external legal counsel to ensure accurate documentation and timely filings.
Executive Advisory: Provide strategic guidance to the C-suite on immigration trends, regulatory shifts, and risk mitigation strategies.
Regulatory Stewardship & Audit Readiness
I-9 Program Ownership: Act as the ultimate owner of the employment eligibility verification process (I-9 and E-Verify), ensuring 100% record accuracy and rigorous document retention.
Audit Defense: Collaborate with Security and Legal departments to maintain "audit-ready" status for all people-related data, documentation, and reporting.
Compliance Calendar: Establish and maintain an annual compliance schedule, including mandatory policy updates, handbook audits, and signature tracking.
Policy & Interface
Reporting & KPIs: Develop and present program health metrics and compliance reports to senior leadership.
Education & Training: Lead internal workshops for HR and hiring managers on code of conduct, policy enforcement, and onboarding standards.
Employee Relations Support: Partner with internal stakeholders on policy escalations and the legal interpretation of complex mobility cases.
Professional ProfileRequired Qualifications:
Proven Tenure: At least 7 years of dedicated experience in immigration and workforce compliance, with a minimum of 2 years in a management or leadership capacity.
Technical Expertise: Deep mastery of U.S. immigration laws and employment eligibility verification; experience with global mobility frameworks is highly desired.
Educational Background: Bachelor’s degree in Human Resources, Business Administration, or a related field.
Project Mastery: Proven ability to build strategic programs from the ground up while influencing senior stakeholders.
Location & Mobility:
Must be local to or willing to commute to Tempe and Peoria, AZ

Ability to support a transitioning environment as the site moves from construction-based management to factory operations.
Preferred Assets:
Professional HR certifications (
SHRM-CP/SCP or PHR/SPHR
).
Specialized I-9 or E-Verify Certifications

Immigration Law or Paralegal credentials.
Experience in a high-tech or industrial manufacturing setting.
