About This Position

The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

The WSD is seeking a GIS Support Lead. The GIS Support Lead assists the GIS Manager in the development, support, and training of GIS applications with software including ArcGIS Server, ArcGIS Online, Portal and ArcGIS Desktop and the Utility Network. Programming experience with Esri's Web App-Builder ArcGIS, JavaScript API, xml, SQL/Oracle Databases, Visual Studio, map services, and web services are essential skills for this position.

This position also provides support to the core activities of a number of divisions within the WSD by coordinating with key staff from those groups and providing consistent and sustained levels of service. This GIS Support Lead position is primarily responsible for developing and managing GIS applications used for business needs in WSD. This position also requires the ability to lead programmers and GIS Techs to support GIS activities within the department as well as interact with staff at all levels to coordinate those activities.

Salary

Pay Range: $ 82,451.20 to $ annually.

Minimum Qualifications
  • Three years of experience in applications analysis and programming, systems analysis and design; including project leader responsibility.
  • Bachelor's degree in computer science, computer information systems, business administration, mathematics, or related field.

Preferred Qualifications

The minimum qualifications listed above, plus experience in/with the following:

  • ESRI products including Portal and the Utility Network.
  • Working with GIS for water and wastewater systems.
  • Collaboration on peer reviews of development code and design decisions.
  • Creating, publishing, and managing services to Esri ArcGIS Online (AGOL).
  • Business users to translate requirements into technical design and solutions.
  • ArcGIS Enterprise Sites or AGOL HUB for GIS web application development and support, Open Data content and integrations.
