The GIS Analyst Senior is responsible for coordinating all GIS aspects for the Arizona Department of Review (ADOR) Information Technology Support Division to include determining user needs and providing technical assistance to the 15 County Assessors' Offices. The position works with IT managers to prepare and update operating procedures and policies for the GIS system and ensuring proper planning and execution of projects;
defines, develops and coordinates operational refinements and enhancements of the existing geographic information system; communicates with users, plans and coordinates required mapping and changes to related IT or legislative projects; provides training to more junior staff and contractors; coordinates data acquisition, processing and distribution for implementation and refinement of the GIS; prepares management reports, plans and other documents as requested by management;
and develops, implements, deploys and manages ESRI client and intranet based mapping products and their capabilities.
This position does not have direct reports.
Application Development, Maintenance & Data Integrity- Closely coordinates and quickly resolves description/map discrepancies
- Performs maintenance on City annexations and TAC GIS layers to provide precise, up-to-date boundary data
- Updates GIS layers upon changes in boundaries of newly created taxing districts
- Coordinates with external sources including County Assessors to ensure data quality and integrity of GIS data and requested changes
- Processes requests to create new or add additional data to GIS locators and using ESRI tools, and publishes updates to the web
- Applies patches and troubleshoots issues using tools to validate data and its integrity, and runs other geo-processes as needed
- Updates, coordinates, communicates, and uses automation to maintain data integrity
Ensures compliance with and audit readiness for all federal, state, state-wide, local, and other applicable regulatory requirements to include:
- Arizona Revised Statutes (ARS) Supporting Our Work City and Town Annexations - A.R.S 9-471 which mandates that ADOR furnish to the city/town a statement of owner’s name, addresses and valuations for property in the subject area
- Title 42, Chapter 14 which requires ADOR to calculate valuations and mandates those values be accurately allocated and reported by taxing jurisdiction
- A.R.S. mandates such as:
- Establishment or Change in City, Town, or Taxing District Boundaries - A.R.S. 42-17257 which mandates that the city, town, school and community college districts notify the DOR of the changes in boundaries of newly created taxing districts the year preceding the year in which assessments or taxes are to be levied
- Laws 2024 Chapter 142 and 221, A.R.S. 42-5040.01 which mandates that ADOR certify third party providers that may assist TPT taxpayers to properly source their sales. This process will increase reliance upon the jurisdiction boundaries supported by the GIS team
- Ensures that technical processes are documented, maintained, updated and followed
- Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
- Stays abreast of new GIS technologies and makes recommendations to management to optimize productivity and service
- Actively contributes to team and individual effectiveness through the following:
- Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
- Completes all required training in a timely manner.
- Participates in assigned work teams as appropriate.
- May complete periodic metrics, projects, huddle boards and reports as requested.
- Prepares for and actively participates in 1:1 coaching with supervisor
- Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.
- Recommends and implements database changes to enable ease of data quality
