Legal Counsel
Reporting directly to the Senior Vice President & General Counsel, the Manager of Legal Operations will lead the operational processes within the Legal Services Department. This position is responsible for designing and maintaining optimal legal processes, deploying tactics to keep the legal team on budget, and providing outstanding customer support to incoming legal requests from the business. The Manager of Legal Operations is also responsible for vendor management, reporting and technology for the Department, establishing policies and procedures that leverage District policy, external benchmarking, best practices, and industry best practices.
This position provides highly specialized legal project management services on complex and/or high value matters to advance District priorities and helps resolve legal issues, prepares legal documents, and manages officer and related Valley wise Health projects. This position also serves as the District’s Official Custodian of Records and Records Manager and is responsible for training others on the management and maintaining District records, providing guidance to individual department records managers, and responding to requests for District records (subpoena, court order, or public records request).
Annual Salary Range: $89,897.40 - $
Education- Requires a Bachelor’s Degree in business, Paralegal Studies or related field; or a Bachelor’s Degree in any field with a Certificate in Paralegal Studies; or an equivalent combination of training and progressively responsible experience that will result in the required specialized knowledge and abilities to perform the assigned work.
- Must have a minimum of ten (10) years of progressively responsible experience supporting legal teams and internal stakeholders that demonstrate a strong understanding of the required knowledge, skills and abilities.
- Prefer experience in a healthcare environment or in a public agency.
- Computer skills including Microsoft Office, Word, Excel, PowerPoint, Access, Outlook.
- Legal research skills including Westlaw.
- Requires a Paralegal certificate and an Advanced Paralegal Certification is preferred.
- Demonstrated competence in Legal Operations.
- Demonstrated ability to identify and act upon opportunities to improve services delivery and best practices to drive efficiency and overall effectiveness.
- Interaction with Senior Management and clients requires excellent oral/written communication skills.
- Experience with and understanding of legal processes and technology.
- Detail-oriented with strong analytical and problem-solving capabilities and must be adaptive and able to manage multiple priorities in a dynamic environment.
- Requires the ability to read, write and speak effectively in English.
- Must possess good communication skills both verbally and in writing including knowledge of basic grammar, spelling & punctuation, capable of communicating verbally and in writing with a variety of audiences, able to positively represent the organization to customers, public, government and other external sources.
- Requires excellent project management skills, interpersonal skills, and the ability to work with professionals and the public and maintain confidentiality standards.
- Must be able to capture, organize, and analyze information and evaluate the results to choose the best solution.
Requires the ability to effectively use a computer in a Windows environment. - Requires knowledge of health care law and human resources law, employee merit system, EEOC and government law and administrative procedures.
- Must have knowledge regarding Arizona public records laws and entity responsibilities, plus maintenance, operations, management, and custodial obligations for records systems.
- Familiarity with state and federal health care laws and regulations, e.g. EMTALA, Stark Law, Anti-Kickback Law, AHCCCS, HIPAA, Medicare/Medicaid, nursing, medical staff and house staff topics; state and federal employment laws, general governmental practice, legislative practice, state open meeting and public records laws, and conflict of interest laws; assist with internal investigations; legal research and writing, preparation of pleadings, legal memoranda and briefs.
