About This Position

The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life for Phoenix residents by providing a comprehensive array of services to help people meet emergency, short and long‑term needs, and to help every individual reach their highest level of self‑sufficiency. HSD offers a wide variety of programs for children, adults, and families at numerous locations throughout the city.

There are three family services centers that provide emergency assistance and case management services to individuals and families in need.

HSD is seeking a Landlord/Tenant Counselor. This position is the only landlord/tenant program in Arizona and provides critical educational services to thousands of clients and assists in housing problem resolution.

The Landlord/Tenant Counselor is in the Community Services Senior Division and is a critical front‑line position responsible for conducting client intake and needs assessment interviews, and for education and outreach for the department’s Landlord and Tenant Program. This position provides technical knowledge in conformance with the Arizona Residential Landlord and Tenant Act, the Arizona Mobile Home Parks Residential Landlord and Tenant Act, and other federal, state, and local housing‑related laws.

This position is responsible for developing outreach material; coordinating, planning, and delivering educational sessions with various City departments, local neighborhood and community groups. The successful candidate can work independently with little direct supervision and communicate effectively with customers in writing or by email, face‑to‑face, one‑to‑one settings, group settings, or by telephone.

Salary

Pay Range: $26.18 – $36.84 per hour.

Hiring Range: $26.18 – $28.86 per hour.

Minimum Qualifications
  • Three years of experience in real estate operations, property management, or housing counseling.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
