Job Summary:

Under general supervision of a Dispatch Supervisor, this position performs work of a highly technical nature in the Traffic Operations Center (TOC). This position is responsible for utilizing a multi-line phone system, a Computer Aided Dispatch (CAD) system as part of a suite of interfaced operational programs including the ERS reporting system which is the public portal (511) for statewide highway conditions, a 2-way radio system, CCTV cameras, and Dynamic Message Signs (DMS) to receive, process, coordinate, and disseminate emergency and non-emergency incidents and related information from multiple sources to the public, other public and private entities, and to various sections with the Arizona Department of Transportation.

This position is responsible for utilizing CCTV cameras to verify reported incidents of traffic flow impediment, assess situations using independent judgment regarding notification to the public as well as public and private entities, including public safety. This position also coordinates information on events with other Arizona cities and counties' Traffic Management Centers, monitors the Wrong Way Driver Detection system, assists with statewide incident management through DMS and CAD.

Handles incidents on a 24-hour/7-day per week schedule including weekends and Holidays.

Job Duties:

Dispatch mobile response units to emergency and non-emergency incidents utilizing two-way radios and a Computer Aided Dispatch system; add Wrong Way Driver Detection System. Creates and posts message on Dynamic Message Signs, including information on crashes, closures, AMBER alerts, high pollution advisories, fire warnings, construction and various traveler information signs statewide.

Documents statewide incidents by writing reports using the Highway Condition Reporting System (ers) software which in turn is reported to the public via the 511 telephone system and on the  website. Complete and maintains DPS TOC certification which includes all ADOT training courses, on-the-job operator training, and quarterly certification tests. May drive a state vehicle in the course and scope of state business statewide.

Operates two-way radio and paging/notification system to call out ADOT field personnel and to receive communication from ADOT crews in the field. Receives incoming calls and provides assistance to the public, state agencies, including DPS and local police and other agencies to assist with traffic control or other inquiries.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

* Knowledge of the state highway system; of monitoring traffic flow.

* Knowledge of operation of the paging/notification System.

* Knowledge of statewide contact procedures.

* Knowledge of report writing using the CAD software.

* Knowledge of telephone etiquette.

* Knowledge of dispatch procedures as related to mobile response units utilizing a 2-way radio system and CAD system.

* Knowledge of Google Suite programs.

Skills in:

* Skills in prioritizing events and situations.

* Skill in Two-way radio dispatch experience.

Ability to:

Selective Preference(s):

Radio dispatching;
Computer experience with Windows, Excel and similar applications;
Emergency response and traffic monitoring;
Familiarly with Arizona roadways;
Law-enforcement background helpful;
High School diploma or GED, Operate multiple computer systems. Obtain DPS TOC certification with 6 months.

Valid Arizona Drivers license - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended.
