Purpose of your job position The primary purpose of this position is to plan, organize, develop, and direct the overall operation of the Human Resource Department in accordance with current federal, state, and local standards, guidelines, and regulations that govern the facility, and as directed by the Administrator, to ensure that the highest level of quality care is maintained at all times.
Key Responsibilities- Participate in planning, developing, organizing, implementing, evaluating, and directing the Human Resources function.
- Work with facility managers and corporate/regional HR staff to develop job descriptions and performance evaluations for all staff positions in compliance with the ADA, OSHA, and other relevant laws.
- Maintain all HR records according to established standards and confidentiality requirements.
- Coordinate HR activities with the payroll system, ensuring data required for accurate payroll processing is available.
- Assist in employee scheduling, time‑off requests, and attendance record maintenance.
- Interpret and communicate department and corporate policies to managers, staff, residents, and visitors as needed.
- Manage all regulatory requirements, including filing EEO‑1 reports and posting required notices.
- Prepare written and oral reports/recommendations to the Administrator and corporate HR staff regarding HR needs and problem areas.
- Process staff data changes (pay rate, address, benefits) and ensure updates are reported to relevant entities.
- Monitor unemployment claims and assist the facility with appeals.
- Review staff requests, confirm budget status, and implement recruitment procedures.
- Conduct recruitment activities, post internal and external openings, and screen candidates.
- Verify applicant information, conduct background and reference checks, and maintain applicant records.
- Manage pre‑employment processes, including verifications, physical exams, and orientation.
- Complete new hire documentation (I‑9, tax, payroll forms) and obtain acknowledgements of policies and regulations.
- Ensure hiring and termination procedures comply with regulations.
- Manage disciplinary documentation and support managers in resolving personnel issues.
- Implement grievance procedures, review complaints, and participate in resolution.
- Process terminations, ensuring all payments and information are provided.
- Oversee Family & Medical Leave Act processes and maintain related records.
- Organize recognition events and employee engagement activities.
- Administer enrollments, changes, and terminations for employee benefits.
- Participate in annual open enrollment, benefit plan evaluation, and cost audits.
- Coordinate pay changes and benefit surveys, reporting findings to leadership.
- Coordinate mandatory training, policy updates, and orientations.
- Ensure employees meet mandatory training requirements and maintain records.
- Serve on facility committees (Infection Control, Safety, QA, etc.) and report activities.
- Implement committee recommendations and facilitate collaboration across departments.
- Attend and lead departmental meetings.
- Monitor adherence to safety standards (fire, smoking, lifting, PPE).
- Manage worker’s compensation claims and light‑duty assignments.
- Handle resident rights advocacy, ensuring staff acknowledgment of policies.
- Work in office settings with intermittent movement, frequent interruptions, and occasional on‑call duties.
- Associate’s degree in a business discipline from an accredited institution.
- Two or more years’ HR administration experience, including one year in recruiting or employee relations.
- Preferred experience in Long Term Care or geriatrics.
- Knowledge of federal, state, and local HR regulations and standards.
- Fluency in reading, writing, speaking, and understanding English.
- Ability to make independent decisions and handle personnel tactfully.
- Leadership ability and willingness to collaborate with staff.
- Capacity to plan and interpret HR programs, policies, and procedures.
- Readiness to seek innovative practices and incorporate them into existing processes.
- Potential to assist in resident evacuation during emergencies.
- Intermittent movement throughout the workday.
- Ability to cope with the mental and emotional stress of the role.
- Adequate vision and hearing (or use of prosthetics) to fulfill duties.
- Independent work with flexibility, integrity, and effectiveness with residents and staff.
- Meeting general health requirements, including medical and physical examinations.
- Ability to work with ill, disabled, elderly, and emotionally upset individuals.
