Full‑Time position. Not eligible for remote work. Normal hours 8:00 AM – 5:00 PM, Monday–Friday. Fieldwork and emergencies may require flexible schedule.
MissionThe Department of Agriculture and Natural Resources (DANR) protects and preserves agriculture, environment, and natural resources through regulatory services, conservation, and financial and technical assistance.
Position SummaryThe Engineer Manager I ensures protection of South Dakota's natural resources by implementing the Underground and Above ground Storage Tank Programs. Acts as technical expert and team leader for the Tank Section, supervising staff in inspections, spill and release site remediation, Abandoned Tank Program oversight, and federal grant management.
Responsibilities- Conduct engineering evaluations of plans and specifications for above ground and underground storage tank systems.
- Certify plans and specifications comply with state regulatory requirements.
- Day‑to‑day supervision of the Tank Section team.
- Manage and oversee the Underground Storage Tank Program and Abandoned Tank Program.
- Coordinate federal grants and ensure compliance with grant‑management requirements.
- Respond to after‑hours spill reports and direct emergency response, assessment, and remediation activities.
- Enforce environmental policies, rules and regulations.
- Develop and approve technical standards, staff reports, cleanup recommendations and enforcement actions.
- Collaborate with other teams, media, and customers to provide technical information and compliance updates.
- Initiate, prepare, negotiate, and manage grants and contracts.
- Assess legislative and regulatory changes, recommend actions, and monitor effectiveness of internal practices.
- Coordinate with the EPA on the management of the LUST Program and UST grants.
- Bachelor of Science or Master of Science in geology, environmental, civil, or related engineering field.
- 3+ years progressive engineering experience as a Professional Engineer.
- Knowledge of state government, petroleum investigation and response.
- Budget‑management skills.
- Petr. release remediator certification preferred.
- Knowledge of South Dakota geology, hydrology, and environmental sciences.
- Awareness of federal and state UST rules and regulations, SDCL 34A-12, 34A-2-98, 34A-2-99.
- Current Professional Engineer license.
- Certified Petroleum Release Remediator (CPRR) certificate required and must be maintained.
- Valid driver’s license.
