This Engineer Manager I position ensures the protection of South Dakota's natural resources by implementing the Underground and Above ground Storage Tank Programs. It serves as the technical expert and team leader for the Tank Section, supervising a team that conducts storage tank inspections, tank spill and release site remediation, oversight of the Abandoned Tank Program, and management of federal grants. The role requires thorough knowledge of department environmental laws, rules, and policies, grant-management requirements for federal UST and LUST Trust grants, and the ability to address complex environmental issues.
The position conducts engineering evaluations of plans and specifications for above ground and underground storage tank systems and certifies that designs comply with state regulatory requirements. Applicants must possess a Bachelor of Science or Master of Science degree in geological, environmental, civil, or a related engineering field.
This is a full-time position with the Department of Agriculture & Natural Resources. The role is located in Pierre, South Dakota and is not eligible for remote work.
Responsibilities- Supervise the Tank Section, provide day-to-day direction, and oversee storage tank inspections, spill and release site remediation, the Abandoned Tank Program, and management of federal grants.
- Conduct engineering evaluations of plans and specifications for above ground and underground storage tank systems and certify compliance with state regulatory requirements.
- Act as the department's technical expert to review and approve engineering plans and specifications for storage tank systems.
- Coordinate with federal, state, and local partners; manage grants and contracts to support team goals and maintain federal equivalency.
- Take after-hours spill reports, direct emergency response, assessment, and remediation activities; participate in the Incident Command System and Emergency Operations Center during emergencies.
- Enforce environmental policies, rules, and regulations; ensure work is completed in accordance with laws and rules.
- Develop or evaluate standards, review staff-prepared technical reports, and approve recommended cleanup and enforcement actions.
- Collaborate with other teams and technical experts; communicate with media and customers in easy-to-understand terms.
- Educate professional staff on new developments and encourage continued professional development and licensure (e.g., CPRR) where appropriate.
- Initiate, prepare, negotiate, and manage grants and contracts to support departmental goals and federal equivalency.
- Monitor legislative and regulatory changes and recommend actions; assess internal practices and procedures for improvements.
- Coordinate with the U.S. Environmental Protection Agency on the Leaking Underground Storage Tank Program and Underground Storage Tank grants, including grant applications and program policy documentation.
- 3 or more years of progressive engineering experience as a Professional Engineer (required).
- Current licensure as a Professional Engineer and ability to obtain/maintain a Certified Petroleum Release Remediator (CPRR) certificate (costs reimbursed by the department).
- Working knowledge of state government, petroleum investigation and response experience, budget-management skills, and CPRR certification preferred.
