This position directs the planning, budgeting, designing, remodeling, and construction of the capital facilities of the Department of State Police, including the Office of the State Fire Marshal. The Department has statewide enforcement responsibilities requiring public facilities across the state and specialized function and support facilities. The position coordinates all Departmental capital program activities with State Departments of Budget and Management and General Services, is responsible for the Department's 5‑year Capital Improvement Plan, and for the Master Facility Plan.
The role serves as a member of the Superintendent’s core executive staff, advising on all capital budget and facility issues.
- Develop the Department’s Master Facility Plan as a guide for the Capital Improvements Plan (CIP).
- Provide technical review and comments on major multi‑year capital construction projects for efficiency, code compliance, program requirements, and sound engineering or architectural practices.
- Review capital construction projects during the six phases of design from program stage through schematic design, design development, construction documents, and bidding stages.
- Provide in‑house engineering or architectural design services as needed, including preparation of bidding documents, review and approval of drawings, cost estimates, scheduling, and resolution of technical problems.
- Assist the Secretary in analysis of design concepts, construction problems, interpretation of technical data and cost issues, and procurement of engineering or architectural services.
- Meet with Departmental representatives, committees, and subordinate staff to defend, revise, or submit programs to comply with DBM and DGS reviews.
- Coordinate local government participation in capital budget projects, including preparation and presentation of testimony to DBM, DGS, and general assembly budget committees.
- Represent the Department on design committees with DGS and consult with architectural and engineering consultants.
- Supervise and assist project architects in representing the Department in DGS construction project management and reconciling design problems.
- Respond to inquiries from legislators, contractors, engineers, and state regulatory officials regarding construction issues.
- Assist the Division Director in training and managing maintenance employees.
- Perform any other duties as assigned by the Commander.
- Education: Bachelor’s degree in engineering or architecture from an accredited college or university.
- Experience: Five years as a design or project engineer or architect for large‑scale multi‑year construction projects.
- Notes:
1. A master’s degree may substitute up to one year of required experience.
2. Professional Engineer or Professional Architect registration in Maryland or a comparable state may substitute for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as specified in the engineering field of work for the required experience and education.
