The position oversees the Licensing Division and is responsible for all aspects of the assigned command's operation. The main purpose is to administer the provisions of the Annotated Code of Maryland and COMAR related to licensing and registration of firearms, handgun permits, security guards and other licensing functions as defined by statute or regulation, and to provide law enforcement services to the citizens of Maryland.
PositionDuties
- Work directly with the Superintendent, Department Bureaus, and senior executives to devise operational and enforcement strategies and long‑term plans.
- Report on the performance of the division within the Criminal Investigation Bureau to internal and external stakeholders.
- Create, approve, evaluate, and modify department policy as required.
- Determine proper personnel allocations for the division and units.
- Plan, coordinate, supervise, and evaluate the work of subordinate command personnel.
- Work with allied agency command personnel to create and maintain relationships and partnerships.
- Perform other duties as required by the Bureau Chief.
- Bachelor’s degree from an accredited four‑year college or university.
- Three (3) years of managerial or supervisory experience at a professional services level.
Note:
Applicants may substitute additional experience on a year‑for‑year basis. In lieu of a bachelor’s degree, seven (7) years of experience is required.
Preferred Qualifications
- Prior law enforcement experience as a law enforcement officer or civilian law enforcement support.
- Experience in the provisions of the Annotated Code of Maryland and COMAR related to licensing and registration of firearms, handgun permits, security guards, and other licensing functions.
Employees may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
Special RequirementsInitial drug screening, physical examination, and comprehensive criminal background investigation, including a polygraph examination, prior to permanent appointment. A criminal conviction may be grounds for rejection.
