This position reports directly to the State Fire Marshal. This position will function as a Policy Migration Specialist and will map, coordinate and complete the OSFM conversion of its chapter-based policy system to a directive-based system. The position will coordinate all planned and executed policy actions with the Department’s Planning and Research Division.

• Conduct internal review and analysis of existing OSFM policy to evaluate policy organization and structure, ensuring it follows a hierarchy of policies.
• Evaluate policy formatting to ensure well defined scope, applicability, relevant legal and regulatory requirements.
• Assess completeness when compared to the Maryland State Police law enforcement mission and CALEA standard and fire mission when compared to the National Fire Protection Association standards.
• Assess uniformity, contractions or omissions when compared against Maryland State Police directives.
• Examine OSFM’s use of Department of State Police policy management resources including:

• Expertise
• Policy management standards and guidelines
• Policy management software

• Adhering to established standard operating procedures, accurately convert policy from OSFM chapter-based system to OSFM directive-based system, ensuring content integrity throughout the process.

• Conduct thorough reviews and audits of completed converted policy to ensure accuracy, completeness, and compliance with all standards and regulations.

• Create and maintain comprehensive documentation, including conversion mapping spreadsheets, policy prioritization reports, and standard operating procedures.
• Generate detailed reports for management and clients.

• Education:
  
  Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience:
  
  Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience. Candidates may also substitute U.S. Armed Forces military service experience as a non‑commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year‑for‑year basis for the required experience.

• Experience with policies in fire prevention, fire investigation, and fire protection.
