The Electric Systems Manager oversees the operation and maintenance of the electric systems for the Towns of Cornelius, Pineville, and Huntersville, ensuring compliance with each town’s Operating Agreement. Responsibilities include administering all relevant contracts, directing system construction and maintenance, and safeguarding financial integrity through effective rate management, billing, collections, and asset protection. The role is based at the Huntersville Operations Center and Pineville Town Hall, where division staff operate and customer accounts are managed.

This role will oversee the electric system operations for all three towns through July 1, 2026, after which operational responsibility for the Town of Huntersville will transition back to the municipality on that date. Following the transition, the Electric Systems Manager will continue to provide full operational and strategic oversight for the remaining service territories of Cornelius and Pineville.

Major Duties and Responsibilities
  • Oversees operational management of the electric distribution systems by:
    • Managing system operations for Cornelius, Huntersville and Pineville including maintenance planning, construction scheduling, and meter reading
    • Full‑scope oversight of billing, collections, and accounting for Cornelius/Huntersville; support as requested for the Town of Pineville
    • Directing materials procurement and inventory to sustain reliable operations
    • Leading, developing, and guiding staff while enforcing policies, procedures, and operational controls
  • Promotes a positive culture of open communication, teamwork, accountability, and trust within the team and across the organization.
  • Works closely with the Cornelius, Pineville, and Huntersville Town Managers and Staff to develop strategic plans and business strategies, develop annual budgets and retail rate projections.
  • Identifies, develops, recommends, and implements electric distribution system projects and funding sources.
  • Demonstrates political acumen and communicates effectively with municipal officials and the public on all public power matters.
  • Promotes and serves as an education resource for Electri Cities programs and services.
  • Tracks legislative developments that could affect the towns and advises on compliance strategies.
  • Develops and maintains positive working relationships with Duke Energy, local cooperatives including Energy United, and other Electri Cities members.
  • Ensures adherence to all federal, state, and local laws, regulations and reporting requirements, including compliance with North Carolina governmental accounting practices, procurement law, electric system reliability standards and debt issuance compliance.
  • Provides comprehensive technical, administrative, and supervisory oversight for daily operations of the division’s operations centers to include all personnel‑related matters such as staffing decisions, timekeeping, and expense management.
  • Performs other related duties as assigned.
Job Requirements

Physical Requirements

The Electric Systems Manager must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboard, and other peripheral equipment. Frequent travel within the state of North Carolina and periodic travel within the U.S. is required.
IV. Control

The Electric Systems Manager works under the general guidance of the Vice President, Distribution Operations who reviews the employee’s work performance under Electri Cities guidelines in terms of overall effectiveness and who provides professional guidance as needed. The Vice President, Distribution Operations also approves requests for vacations and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Qualifications
  • A Bachelor of Science degree in Engineering, preferably Electrical, or a related field is desired.
  • 10+ years of progressively responsible experience in electric utility management, ideally within a municipal utility; equivalent education and experience considered.
  • A designation as a licensed Professional Engineer is a plus.
