Definition

Under administrative direction, performs high level office and field engineering duties and administrative functions, which include infrastructure engineering, design and construction; streets and traffic control; underground lines; review of private sector development; facility, equipment and infrastructure maintenance; provides assistance to the City; fosters cooperative working relationships with intergovernmental and regulatory agencies; and performs related work as required.


Supervision Received/Exercised

The Associate Engineer receives administrative direction from the Public Works Director/City Engineer. Exercises no direct supervision of staff. May provide technical and functional direction to technical and office support staff. May act as a project leader for major projects.


Class Characteristics

This is a single level class where employees within this class perform the full range of professional engineering duties. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction, and maintenance.


Examples of Duties

Depending upon assignment, duties may include, but are not limited to the following:

    • Assists the Public Works Director/City Engineer in the performance of the duties as prescribed by State law and City ordinances, including overseeing the preparation of engineering plans and specifications, the construction of public projects, and the administration of professional service, construction, maintenance, and other contracts.
    • Coordinates civil engineering contract design and/or construction activities.
    • Prepares or directs the preparation of plans, specifications, and estimates pertaining to construction, maintenance, and operation of municipal facilities and equipment. Works in coordination with Capital Improvement Program Manager for capital projects.
    • Reviews plans and specifications for City infrastructure and facilities, assessment districts, subdivisions and developments, and presents such plans and specifications to the Public Work Director/City Engineer for approval and signature.
    • Supervising and participating in the review of plans, maps and traffic studies submitted by private engineers and developers for conformity with laws, ordinances, City imposed requirements, and accepted professional standards with the goal of protecting the health, safety and welfare of the community.
    • Makes recommendations on conditions of approval for development projects. Provides engineering and administrative support for the inspector during construction of Capital and development projects as directed.
    • Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information.
    • Prepares and administers grant applications.
    • Confers with and represents the department and the City in meetings with members of the City Council, City Manager, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups and the public.
    • Prioritizes and allocates available resources; reviews and evaluates program and service delivery, makes recommendations for improvement and ensures maximum effective service provision.
    • Prepares and directs the preparation of a variety of written correspondence, reports, procedures, ordinances and other written materials.
