Service Coordinator - Family Self Sufficiency

RSS Department Support

The primary purpose of this position is to support the FSS & ROSS project manager by carrying out the activities of the RSS department, engaging with and counseling residents to determine the community's needs, and providing useful resources and services. The incumbent also maintains and develops working relationships with local welfare and service organizations. All activities must support the Housing Authority of the City of Pittsburgh ("HACP" or "Authority") mission, strategic goals, and objectives.

Essential Duties and Responsibilities

• Ensures proper recruitment of individuals and families for RSS programs to achieve RSS department goals and objectives.
• Interviews residents in person, via telephone, or through home visits regarding personal and family adjustments, finances, employment, food, clothing, housing needs, and physical and mental impairments to determine the nature and degree of the problem.
• Secures and evaluates information concerning medical, psychological, and social factors to address barriers to residents obtaining economic self-sufficiency.
• Develops case plans with clients individually, as a family, or in small groups, and aids clients in mobilizing their inner capabilities and external resources to improve social functioning.
• Assists residents in determining their level of financial literacy and the steps needed to become self-sufficient, and determines family eligibility for home ownership counseling, housing resources, and future home ownership opportunities.
• Assists residents in modifying attitudes and patterns of behavior by increasing understanding of self and personal problems.
• Networks and forms relationships with other housing professionals and service providers to remain informed of services and assistance available to HACP residents, and ensures others within HACP are aware of these options.
• Refers residents to appropriate supportive services, community agencies, and resources, and supports and encourages residents' efforts toward self-sufficiency.
• Partners with local welfare groups, community service organizations, and businesses to coordinate events and programs for the Authority's residents.
• Assists with networking and educational meetings and workshops, and the development of resident councils when appropriate.
• Assists with coordination of on-site events for residents.
• Reviews service plans and performs follow-up to determine the quality and quantity of service provided and the status of the resident's case.
• Compiles case notes and tracks participation and referrals; accesses and records resident and community resource information.
• Prepares correspondence and technical and status reports to keep management informed of RSS program progress.
• Monitors client RSS escrow account balances, audits accounts for interim and final withdrawals, and researches resident eligibility for escrow credit.
• Communicates problems to respective Property Managers to modify service offerings or address broader issues.
• Performs other duties as assigned.

Required Skills

• Must have strong computer skills (MS Word, Excel, and Google Suite) and must have the ability to learn other computer software programs as required by assigned tasks.
• Must receive a "Pass" rating on all trainings/examinations required for the employee (as identified by the HR Director, Director of Asset Management, or designee) within 6 months. If the employee does not receive a "Pass" rating on the first attempt, one additional attempt may be afforded. Failure to receive a "Pass" rating for any training may result in employment separation.
