Information Technology Officer

The Human Resources Department is currently accepting applications for the position of Information Technology Officer in the Engineering Department. This recruitment may be used to establish an eligibility list for future vacancies.

DISTINGUISHING CHARACTERISTICS

Information Technology Officer is a single-level, confidential classification responsible for planning, organizing, reviewing, and evaluating information technology services. Responsibilities include participating, assessing, recommending, developing, and implementing policies and procedures for assigned programs, budget administration and reporting, and program evaluation. Incumbent serves as a professional-level resource involved in District strategies associated with organizational, managerial, and operational analyses and studies, and is accountable for accomplishing divisional planning and operational goals and objectives, and for furthering District goals and objectives.

Performance of the work may require participation in confidential and deliberative discussions with the District’s executive team and/or Board of Directors, the use of considerable independence, initiative, and discretion within established guidelines.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the assigned executive staff member. Exercises direct supervision over professional staff and technical staff.

  • Participates in the development and the implementation of goals, objectives, policies, procedures and work standards for the division and oversees and implements enterprise-wide information technology systems.
  • Provides technical advice to the District’s executive staff and the Board of Directors in areas of expertise; coordinates and conducts management analyses, studies, assignments and projects; performs ad-hoc analyses for the Board and senior management related to information technology issues.
  • Participates in strategic planning for the District and sets goals for ITS to support the strategic plan; recommends, develops policies, procedures, and protocols to implement District goals and objectives; aligns enterprise technology strategy to support business and operational goals and objectives; develops and implements the Information Technology Services 5-year strategic plan. Oversees development, modification, and implementation of the District’s Information Technology master plan;

    investigates, evaluates and oversees administration of new applications and hardware/software upgrades related to all computer technology, significant infrastructure changes, District data, communications, and network systems.
  • Provides for the selection, training, professional development and work evaluation of ITS staff; authorizes and implements discipline as required; and provides policy guidance and interpretation to staff. Coordinates activities of staff and the division with those of other District divisions and outside agencies, in a manner that leads to maximum efficiency and effectiveness.
  • Develops, reviews, implements, and recommends changes for district-wide information technology security policies. Maintains, develops, and supports database applications used by the District.
  • Develops specifications for capital purchases of computer related equipment; issues RFP’s, evaluates responses, and makes purchase recommendations.
  • Monitors changes in laws, regulations, and technology that may affect divisional and District operations; and implements policy and procedural changes as required.
  • Builds and maintains positive working relationships with co-workers, other District employees, and the public. Confers with and represents the District in meetings with members of the Board of Directors, various governmental agencies, developers, contractors, business, and industrial groups and the public.
  • Builds and maintains positive working relationships with co-workers, other District employees and the public using principles of good customer service. Performs related duties as assigned.
Knowledge of

Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures. Principles and practices of leadership. Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility.
