Essential Job Functions

Manages the Finance Department operations to meet departmental and organizational goals.

Develops and implements financial management strategies and provides analysis and recommendations to city management.

Prepares and presents financial, economic, and investment reports, including annual, quarterly and monthly financial reporting, to the City Manager, City Council and the public.

Provides oversight on the City's financial reporting system and ensures that the Annual Comprehensive Financial Report is prepared timely and in accordance with all applicable regulatory requirements.

Provides advice on routine and complex financial matters including economic development financing such as, Tax Increment Financing Districts, Public Improvement Districts, Tax Abatements and Chapter 380 Agreements; evaluates prospective companies’ financial viability for incentive eligibility.

Coordinates compliance with the Collin County and Denton County Tax Appraisal Districts and companies with economic development incentive agreements.

Oversees the City’s financial management systems (financial, payroll and related applications) to ensure timely, accurate, and compliant disbursements and provides regular reports to departments and management.

Directs financial operations including governmental debt issuance and management, investment of municipal funds, and compliance with the Public Funds Investment Act.

Assists in planning and leading bond rating meetings and oversees preparation of related documentation.

Ensures financial management policies and strategy are aligned with the City's budget and that sound financial business practices are maintained.

Strengthens interdepartmental collaboration through effective communications with departments and recommends innovative solutions to address organizational needs.

Ensures compliance with federal, state, and local financial regulations; monitors legislative changes and advises management accordingly.

Maintains professional expertise through attending conferences, continuing education programs, and maintaining professional networks.

Directs the preparation and implementation of department strategic and operating plans, including goal setting and performance monitoring.

Marginal Duties
Performs other duties as assigned.

Typical Decisions
Develop and present recommendations on the financial affairs of the organization. Recommend solutions and options for alternative financing strategies. Determine appropriate responses to significant financial management issues.

Minimum Qualifications
Knowledge of:
Accepted principles and practices of governmental finance, including reporting, financing, borrowing, and investment; management methods, skills, practices, and concepts; cash management, pensions, and procurement law; statistical and financial management techniques; and municipal bonds, investment strategies and investment optimization.

Skills and Abilities

Communicating effectively both verbally and in writing; addressing large groups, media, finance professionals, citizens, and City Council members; managing and directing the department staff toward achievement of goals established by management.

Education
Bachelor’s degree from an accredited college or university in accounting, finance, public administration, economics, business administration, or related field. Master’s degree or CPA is preferred.
