The Director of Quality Management (DQM) is a strategic leadership role responsible for overseeing all quality, compliance, and performance improvement initiatives within the inpatient rehabilitation hospital. This position ensures adherence to CMS Review Choice Demonstration (RCD) requirements, IRF coverage criteria, and accreditation standards while driving documentation excellence, denial prevention, and reimbursement integrity. The DQM partners closely with clinical and operational leaders to support high-quality patient outcomes and organizational success.

Key Responsibilities CMS Review Choice Demonstration (RCD) Leadership
  • Lead all aspects of the RCD program, including cycle management, submissions, and CMS timelines.
  • Monitor affirmation and approval rates; implement corrective actions to maintain compliance and reduce review burden.
  • Oversee response to Additional Documentation Requests (ADRs).
Regulatory & Compliance Oversight
  • Ensure adherence to IRF coverage criteria (42 CFR §412.622), including:
    • Medical necessity documentation
    • Therapy intensity requirements
    • Physician supervision standards
  • Maintain readiness for CMS audits and external reviews.
  • Maintain working knowledge of CIHQ regulations and accreditation standards.
Quality Assessment & Performance Improvement (QAPI)
  • Direct the hospital‑wide QAPI program, prioritizing high‑risk and problem‑prone areas.
  • Integrate IRF‑QRP and IRF‑PAI data into performance dashboards.
  • Report quality outcomes to hospital leadership and governing body.
Documentation Excellence & Denial Prevention
  • Develop and enforce documentation standards for:
    • Pre‑admission screening
    • Individualized plans of care
    • Team conference documentation
    • Therapy documentation
  • Partner with coding and revenue cycle teams to reduce clinical and technical denials.
Education & Training
  • Provide ongoing education to physicians, therapists, and case managers on:
    • RCD requirements
    • Medical necessity standards
    • Documentation best practices
  • Create tools, templates, and job aids to support accurate and timely documentation.
Data Analysis & Reporting
  • Track and analyze key performance indicators including:
    • Affirmation rates
    • Denial trends
    • Compliance scores
  • Prepare executive‑level reports demonstrating regulatory compliance and quality outcomes.

Qualifications Education
  • Bachelor’s degree in Nursing, Healthcare Administration, Physical Therapy, Occupational Therapy, or related field (Master’s preferred)
Licensure
  • Active, unrestricted RN, PT, or OT license
Experience
  • Minimum 3+ years of leadership experience in inpatient rehabilitation
  • Strong working knowledge of:
    • CMS IRF regulations
    • Prospective Payment System (PPS)
    • QAPI standards
