Job Details

We're looking for a strategic and results-driven professional who excels at leading complex initiatives from planning through delivery. The ideal candidate will bring strong organizational skills to build and maintain realistic project plans, anticipate challenges, and proactively manage risks. You'll guide stakeholders through data-informed decisions, foster alignment across business, technology, and vendor teams, and ensure clear accountability through structured governance. This role also requires close attention to financial and scope control, readiness support, and delivery assurance to ensure every project transitions smoothly into operations.

Success in this position depends on your ability to balance structure with flexibility-adapting your methods across waterfall, agile, and hybrid environments while maintaining discipline in planning, tracking, and reporting.

At the City of Plano, technology is more than systems and software; it's how we connect our community, support our employees, and deliver exceptional service to residents.

As part of our team, you'll lead transformative initiatives that modernize City operations, improve digital services for the public, and strengthen cross-departmental collaboration. You'll partner with business leaders, technical teams, and vendors to ensure projects are delivered on time, within scope, and aligned with the City's strategic objectives.

This is a role for a relationship builder and problem solver, someone who can bring structure to complexity, balance people and process, and drive results through clear communication, governance, and accountability.

The ideal candidate:

You're a trusted leader who can balance strategy with execution, translate technical concepts into business value, and foster accountability through influence rather than authority. You bring:

* Extensive experience managing enterprise-level technology projects (COTS, integrations, or modernization efforts).

* Strong understanding of governance, vendor management, and change management principles.

* Exceptional communication and stakeholder engagement skills across all levels of the organization.

* PMP, Prosci, or similar certifications (preferred)

We're not looking for someone to simply manage tasks and timelines; we need a leader who can think critically, anticipate challenges, and guide teams toward meaningful outcomes.

This role requires someone who can confidently shepherd the business through change while driving technology teams toward execution. Success depends on guiding both sides with equal strength and understanding.

This role is 100 percent on-site; the City does not offer hybrid or remote options.

As a valued Team Plano member, you will receive numerous benefits:

* Comprehensive medical, dental, and vision plans

* Membership in the Texas Municipal Retirement System (TMRS), in which the City matches contributions 2:1 upon retirement

* Enrollment in the Retirement Security Plan (RSP) which is fully funded by the City

* Up to three weeks of paid vacation

* Up to three weeks of paid sick leave per year

* Nine paid holidays

* Tuition Assistance

* Free Library Card

* Free recreation center membership
