The role reports to the Director of Public Works and collaborates with the Streets and Traffic Manager and CIP Manager.

Duties / Responsibilities
  • Under administrative supervision, oversee the water/wastewater field maintenance groups within the Public Works Department, including repair and maintenance of water mains, services, meters, valves, sewer pipes, sewer manholes, and related infrastructure.
  • Develop and implement safety and job-related training for supervisory and field staff; coordinate disaster-related responses such as customer shutoffs and debris removal; provide departmental support to police and fire as needed.
  • Manage and coordinate the maintenance and operation of the city’s water distribution and wastewater collection systems.
  • Hire, train, discipline, evaluate, and supervise field supervisory employees to ensure department objectives are met.
  • Lead development, improvement, and implementation of the Division safety program in coordination with the safety coordinator and superintendents.
  • Formulate department policies and procedures for planning and implementing the City’s water/wastewater programs.
  • Regularly visit jobsites to observe operations and verify safe work practices; document observations and prepare reports.
  • Lead procurement and management of third-party contracts related to water/wastewater infrastructure repair and maintenance; oversee and train staff on purchasing procedures.
  • Develop, revise, and implement division Standard Operating Procedures; manage budgets and prepare reports to track division performance.
  • Set operational priorities and goals under the direction of the Assistant Director of Public Works (Field Operations); assist leadership with strategic plans for water/wastewater infrastructure and emergency operations.
  • Oversee staff selection, hiring, training, evaluation, and discipline; plan and implement comprehensive preventative maintenance programs for water and wastewater infrastructure (hydrants, valves, meters, and manholes).
  • Coordinate vendor training on equipment related to operation and preventative maintenance.
  • Represent the department at meetings and on committees; respond to customer inquiries and service requests.
  • Support the Assistant Director (Field Operations) in improving, developing, and implementing vehicle/equipment preventive maintenance and replacement programs.
  • Develop, implement, and report division metrics; provide technical expertise to minimize service interruptions.
  • Adhere to City and departmental guidelines to ensure equitable treatment of employees; assist other City departments and citizens with operations-related information.
  • Maintain regular and consistent attendance according to the assigned work schedule.
Qualifications
  • Knowledge: Construction practices and operations, maintenance of water distribution and wastewater collection facilities; industry standard safety methods; management and budgeting; equipment operations and specifications.
  • Skills: Communicating effectively in writing and speech; interpreting Federal, State, and local regulations; analyzing statistical data; presenting information persuasively; organizing and delivering training programs; proficient computer use (word processing, spreadsheets, presentations, and specialized systems).
