Permanen t Salary: £40k - £45k The role This is an exciting opportunity to join HSCCA at the very beginning of its journey and play an important role in supporting the financial operations of a brand-new Combined County Authority. As Finance Officer, you will be part of a small and collaborative finance team that helps ensure the organisation has the strong financial foundations needed to deliver its ambitions for residents, communities and businesses across Hampshire and the Solent.

Working in a dynamic and evolving environment, you will gain exposure to a wide range of financial activities while supporting the development of processes, systems and ways of working that will help shape the future of the organisation.

This role offers an excellent opportunity for someone who enjoys working with accuracy and attention to detail, takes pride in delivering high-quality support and wants to contribute to an organisation that is making a meaningful difference across the region. As HSCCA grows, there will be opportunities to develop your knowledge, broaden your experience and be part of building something new from the ground up.

What you’ll be doing In this role, you'll support the effective operation of HSCCA's finance function, helping to ensure the organisation has the financial information, processes and support needed to achieve its goals. You will:
Support the development of a modern and efficient finance service within a newly established Combined County Authority. Work closely with colleagues across HSCCA and partner organisations to help deliver effective financial operations and excellent customer service. Contribute to the smooth running of key financial processes that support the organisation's day-to-day activities and long-term ambitions. Help maintain high standards of financial accuracy, governance and stewardship across the authority.

Play a part in developing and improving financial systems, processes and ways of working as the organisation grows and evolves. What you’ll bring We're looking for someone who is organised, detail-focused and motivated by the opportunity to contribute to the success of a new and ambitious organisation. You will bring a positive and proactive approach, strong communication skills and a commitment to delivering high-quality work.

Comfortable working as part of a team while also managing your own workload, you'll enjoy building relationships with colleagues and supporting the delivery of an effective and professional finance service. Most importantly, you'll bring enthusiasm, reliability and a willingness to learn and grow alongside the organisation, helping HSCCA build the strong financial foundations needed to deliver lasting benefits across the region.

Why join the HSCCA? We are building the HSCCA on the basis that how we work is as important as what we deliver. We want people who bring enthusiasm, drive, and authenticity - who are proactive, open to challenge, and motivated by progress rather than process. We value collaborative leadership: the ability to bring people together across organisational boundaries, respect the expertise of others, and create shared direction without needing to own everything.

We act in line with the Nolan Principles. We use public money responsibly, make evidence-based decisions, and hold ourselves to high standards of integrity, inclusion, and accessibility. We expect feedback to be given and received constructively, challenge to be welcomed, and relationships to be built on openness, trust, and mutual respect. This is a complex, fast-moving environment. We need people who are energised by that.

What the HSCCA will offer in return As we take on new responsibilities devolved from Government, you will have a genuine opportunity to contribute to building a public service organisation that does things differently. Our reward package includes: A flexible working environment, with hybrid working arrangements as standard (minimum 2 days per week in our office) A competitive salary and benefits package Investment in your professional…
