. This position directs the City’s Engineering and Geographic Information Systems (GIS) Department in designing, constructing, and managing infrastructure and capital improvement projects.
The City Engineer is a management and professional engineer who plans, coordinates, and oversees consultants, contractors, and staff on engineering design and construction projects. They supervise employees, develop and administer budgets, report on projects, and present findings to the public. The City Engineer is also the designated Floodplain Administrator.
Essential Duties and Responsibilities- Direct Engineering and GIS staff in planning, design, and implementation of infrastructure projects.
- Oversee compliance with local, state, and federal engineering regulations.
- Serve as City’s designated Floodplain Administrator per federal and municipal requirements.
- Evaluate subdivision and site development proposals for engineering and code compliance.
- Coordinate projects with multiple funding sources, ensuring adherence to agency requirements and procurement regulations.
- Determine project in‑house or outsourcing, prepare and evaluate bid documents, award contracts, and ensure construction meets all design, safety, and code requirements.
- Select and supervise consulting engineers and monitor their compliance with contractual obligations.
- Oversee land and easement acquisition, including legal and permitting requirements.
- Obtain necessary project permits from federal, state, and local authorities.
- Review and approve engineering plans, plats, and construction documents for compliance with statutes and standards.
- Lead hiring, training, supervision, evaluation, and discipline of department employees.
- Prepare and manage departmental and project‑specific budgets, including federal aid and special project funds.
- Supervise Geographic Information System (GIS) development and integration with Engineering operations.
- Respond to inquiries and provide information to the public on flood plain management, elevations, boundaries, and maps.
- Issue floodplain elevation certificates and enforce floodplain development regulations per FEMA and NFIP guidelines.
- Prepare reports and presentations for the Mayor, City Council, and other stakeholders.
- Maintain detailed project records, databases, and compliance documentation.
- Participate in long‑range infrastructure and capital planning with other departments and agencies.
- Perform related duties as assigned in accordance with City policies and safety practices.
- Bachelor’s degree in Civil Engineering required.
- Current Professional Engineer (PE) license in the State of Idaho required.
- Six (6) to eight (8) years of civil engineering experience required.
- Two (2) years of supervisory/management experience preferred.
- Certification as a Certified Floodplain Manager (CFM) preferred but not required.
- Valid Idaho driver’s license required.
Performing the duties of this classification requires frequent standing, walking, sitting, stooping, kneeling, bending, climbing ladders, working at heights, and in confined spaces. The job requires hand/finger dexterity, operation of equipment, driving a vehicle, and occasional lifting of up to 50 pounds with assistance. Visual and hearing acuity sufficient for the essential functions and interaction with the public is required.
