Job Description

The Building Official plans, manages, and directs the Building Department for the City and serves as a Department Director reporting to the Mayor. This position provides overall leadership and administrative direction for plan review, permitting, licensing, inspection, and enforcement of all construction activities within the City.

The Building Official oversees enforcement of structural and non-structural building codes; electrical, mechanical, plumbing, energy, and fire codes; and the City’s Erosion and Sediment Control (ESC) program for residential building sites. The position includes coordination and contract oversight with the City of Chubbuck for electrical and plumbing compliance inspections.

The position utilizes advanced testing equipment, specialized computer software, and technology-based tools to conduct plan review, issue and track construction permits and licenses, and calculate compliance with adopted energy code requirements.

The Building Official initiates, drafts, and maintains ordinances related to construction codes and trade licensing; prepares and manages the department budget; and hires, trains, evaluates, and supervises department personnel.

This position requires advanced knowledge of state and federal regulations governing construction activities, extensive expertise in the interpretation and application of adopted building and related specialty codes, and demonstrated supervisory experience.

The position requires excellent planning, organizational, and communication skills; the ability to foresee, manage, and resolve conflict at a high level; and the ability to work cooperatively with City leadership, employees, contractors, regulatory agencies, trade organizations, and the general public. The Building Official represents the City in local building and trade organizations.

The Building Official may be appointed by the Mayor and confirmed by the City Council.

The work environment includes both indoor and outdoor conditions, including exposure to varying weather conditions. The position requires driving a vehicle to construction sites and other work locations.

Essential Duties and Responsibilities

Building Code Administration and Interpretation

  • Oversees inspection and approval of all construction projects within the City.
  • Interprets, evaluates, and develops building codes and standards, including Erosion and Sediment Control (ESC) for residential sites.
  • Provides guidance to plan review and inspection staff in resolving complex code issues.
  • Renders final building code interpretations.
  • Conducts code research and field reviews when necessary.
  • Evaluates and approves or disapproves requests for alternative methods, materials, equipment, or modifications to adopted building codes.

Occupancy and Life Safety Compliance

  • Approves occupancy for all new and existing buildings or structures within City limits.
  • Investigates and determines whether adequate fire and life safety measures have been implemented to allow temporary or permanent building occupancy.

Inspection, Enforcement, and Regulatory Compliance

  • Oversees inspection, enforcement, and compliance of the City’s Erosion and Sediment Control program for residential building sites.
  • Tracks violations, re-inspections, and issuance of stop-work orders.
  • Ensures site inspection schedules are followed and completed.
  • Oversees licensing of all construction trades within the City.

Ordinance Development and Intergovernmental Coordination

  • Initiates and maintains ordinances relating to construction codes and licensing for building, electrical, mechanical, plumbing, fuel gas, energy, accessibility, house moving, manufactured home installation, and abatement of dangerous buildings.
  • Reviews state and federal statutes and coordinates with regulatory agencies to ensure City compliance.
  • Reviews newly published building code editions, drafts proposed ordinance language, and recommends adoption or modification to the Mayor and City Council.
  • Drafts and proposes ordinance language to address deficiencies or oversights in adopted codes.
