Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Space Force Base is searching for a Human Resources Specialist (Labor Relations) for the 61 FSS/FSC (NH-0201-03, GS12/13 Equivalent).

Description:

The Space Systems Center (SSC) is responsible for delivering resilient, affordable, and sustainable space capabilities for the nation. SSC plans, manages and conducts research, development, acquisition, and sustainment activities for all space systems, subsystems and components. The SSC/S1KC LEMR Chief, leads and supervises the subordinate section. Ensures the Military and Civilian customers receive quality service and deliverables that meet their needs and mission requirements.

The LEMR provides consultation and program oversight to the LA SFB and tenant units. Conducts and/or leads studies and/or initiatives to improve HR program(s) and/or influence FLDCM policy changes for assigned functional areas. Prepares or oversees preparation of HR instructions, manuals, and other materials designed to improve effectiveness of operations and programs. Identifies opportunities for program improvements. As the Space Force continues to evolve and grow, our directorate is on the cutting edge of creating policy and programs to professionally educate, training and develop SSC officer, enlisted and civilian Guardians.

Daily Duties:
Advise all levels of management on low to complex and sometimes unprecedented cases. Work with management, track and see through the timely completion of discipline and performance cases. Create strategies in prioritizing the multi-facet workload, short turn‑around data calls, organization suspense assignments and day‑to‑day tasks. Ensure personnel policies and programs are updated. Understand and accurately interpret instructions and concepts governing HR functions, and other civilian personnel functions within the federal government.

Work autonomously and effectively in a fast‑paced, multi‑tasking virtual environment. Contribute innovative ideas and approaches to workforce challenges. Coordinate with DOD, DAF, and Sister‑Service counterparts and stakeholders on tasker, initiatives, and requests for information.

Ideal Candidate Background

Ideal Labor and Employee, Management Relations Specialist candidate will have direct Labor and Employee, Management Relations experience with in depth knowledge of all functions of EMR and basic knowledge of other HR principles and practices. Knowledge of Department of Defense programs; experience working with geographically separated units; ability to analyze information, strategize and have effective written and oral communication skills; ability to distill large amounts of information into relevant strategic‑level briefings to various levels of leadership;

knowledge of MS Office and ability to produce executive quality deliverables.

  • Knowledge of a wide variety of in‑depth labor relations concepts, principles, practices, and legal and regulatory requirements sufficient to assist in the administration of the labor relations program, serve as chief negotiator or negotiating team member, administer labor agreements, handle third party proceedings, and advise senior management and supervisors on a myriad of complex and frequently contentious issues.
  • Knowledge of complex concepts, principles, practices, and case law regarding third party powers and procedures sufficient to research facts, legal precedents, and define legal and factual parameters/issues of cases; assist in the preparation, maintenance, and filing of necessary documents and files; and represent management before third parties in quasi‑judicial boards and commissions.
  • Knowledge of and use in negotiation and persuasion techniques sufficient to explain and justify management’s actions.
  • Skill in analyzing complex situations, problems and legal issues; and making sound decisions based on conclusions.
