As a Sr Process Safety Engineer, you will play a pivotal role in shaping the safety culture and operational excellence of our site(s). WhatYou’ll Do
- Guide the development and continuous improvement of process safety systems, ensuring engineering solutions and operational practices meet regulatory and company standards.
- Design and refine manufacturing processes, specify equipment and methods, and lead compliance initiatives for PSM, RMP, and TCPA programs.
- Facilitate and support Process Hazard Analyses (PHA/LOPA), maintain safety information through the Management of Change (MOC) process, and deliver engaging training sessions to site personnel.
- Conduct inspections, draft standards, and manage contracts, collaborating with cross-functional teams to deliver safe, efficient, and cost-effective outcomes.
- Manage a portfolio of projects and contracts, partnering with stakeholders to deliver solutions that meet cost, quality, and safety goals.
- Represent the refinery in industry groups, interface with regulatory agencies, and drive change management programs to support business goals and regulatory requirements.
- Provide high level oversight for incident investigations, management of change, and contractor safety, supporting field implementation and compliance improvement plans.
- Network across business units and build strong relationships to foster a culture of safety and innovation.
- Track regulatory developments, communicate effectively with diverse personnel, and influence others to achieve and maintain compliance.
- Prioritize projects, assess risks, and ensure operations remain aligned with best practices and evolving standards, while promoting open communication and teamwork.

- Must be willing and able, with or without reasonable accommodations, to comply with the following:
- Travel up to 5%
- Operate company vehicle on site premises and / or public roads up to 50%
- Work extended hours, which may include evenings, weekends, and holidays, and perform occasional duties.
- Transport articles up to 50 pounds
- Climb ladders and stairs up to 200 feet
- Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions.
- Wear fire retardant clothing and personal protective equipment.
- Maintain face daily for proper respirator/face mask seal. (some examples include being free of facial hair and/or clean shaven)
- Bachelor’s Degree or higher in an Engineering discipline.
- 6 or more years of engineering experience in the Energy industry.
- 8 or more years of Process Engineering experience in a refinery.
- 3 or more years of supervisory experience.
- Certified PHA / LOPA facilitator.
- Broad knowledge of industry codes, standards, and regulations (e.g. API, PSM, RMP, ASTM, and ASME).
- Knowledgeable and competent in computerized software/programs such as MS Word, Excel, SAP, PCMS, EDMS, PHA Pro, Sphera, etc.
- Able to understand and interpret P&’s, PFDs, Inspection Drawings, Mechanical Catalogs, miscellaneous forms, and data sheets.
- Compliance with site safety requirements.
- Business-focused and cost conscious.
- Ability to represent Phillips 66 to outside agencies and organizations.

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units.
