National Lead – Counter Fraud Services (Wales)
Lead the national Counter Fraud Services for NHS Wales, ensuring a high quality, efficient and effective counter fraud service.
Responsibilities- Provide professional support, direction and strong leadership to the network of Local Counter Fraud Specialists within NHS bodies in Wales, and manage the NHS Counter Fraud Services Wales team.
- Provide specialist guidance to NHS Wales Directors of Finance and Welsh Government officials, working closely with the NHS Counter Fraud Authority, National Crime Agency, regional and national police forces, HMRC and DWP.
- Lead on embedding a robust, proactive and responsive anti‑fraud culture across NHS Wales.
- Ensure arrangements are in place to investigate all potential economic crime cases in NHS Wales, including appropriate criminal sanctions and financial recoveries.
- Make effective use of technology to inform data‑driven decision making; employ trend analysis and dashboard reporting tools to inform risk assessments and prioritise proactive fraud detection work undertaken by LCFSs.
- Develop a three‑year work plan, aligned to the Integrated Medium Term Planning cycle, setting out key objectives and milestones for the Counter Fraud Services Wales team.
- Represent Counter Fraud Services Wales at an All‑Wales Public Sector level and engage in collaborative activities including the Wales Fraud Forum and four‑nations meetings.
- Advise the Welsh Government on delivery against the Counter Fraud Authority annual work plan and on changes required to the service level agreement.
- Act as the professional and strategic lead for NHS Wales on all proactive and investigation issues, gaining full access to all NHS Wales cases on the Case Management System (as stipulated by NHSCFA).
- Act as the Single Point of Contact for approval of access to sensitive and restricted data maintained by regional and national police services, National Crime Agency, HMRC, DWP and Border Force.
- Act as Senior Authorising Officer, empowered to review and approve appropriate confiscation, restraint and money‑laundering actions via the Proceeds of Crime Act (POCA) 2022, and maintain accreditation by the NCA.
- Support the Chair of the NHS Wales Counter Fraud Steering Group; serve as a member providing oversight of Counter Fraud Services in Wales and advising the Welsh Government on action required.
- Develop measures to track improvement and monitor progress toward the objectives and outcomes set out in the Counter Fraud Strategy.
- Produce quarterly performance reports, including highly complex statistical data and analysis, for Directors of Finance, the Counter Fraud Steering Group, internal and external auditors, and the Welsh Government, as well as an Annual Report.
- Ensure arrangements with the NHSCFA for a cyclical review of performance and effectiveness of the Counter Fraud Services Wales team and lead on the implementation of any recommendations arising from such reviews.
