Contracts Manager
The Role
The Contracts Manager is responsible for maintaining the health of Transport for Wales' (TfW) contract portfolio by supporting contract owners and managing the provision of expert advice and governance to ensure TfW can effectively deliver contracts and mitigate commercial risk to the organisation.
Role responsibilities- Coordinating and organising the business to take better ownership of and accountability for contracts by collaborating directly with procurement and contract owners to ensure the business is effectively planning resources and managing the future needs of the business.
- Review and sign off all contract changes up to the role's delegated authority level (excluding Infrastructure and Grant Agreement) by challenging the justification for a contract variation or extension and liaising with partners and suppliers to ensure there are appropriate contract terms to execute the change in line with available budget and obtain commercial information and internal approval to ensure governance over contracts.
- Be the subject matter expert for contract management in the business by providing the business, senior leadership, and contract owners with advice to ensure compliant and effective contract performance and/or any contractual due diligence over new group entities.
- Addressing poor performance issues with suppliers by overseeing contract management activities and interventions to ensure effective risk mitigation.
- Manage the provision of contract desktop reviews and whole-life contract cost reconciliations across the business by executing these activities and upskilling the contract management team to perform the same, to mitigate commercial risk and validate contract costs incurred to date.
- Improve and maintain TfW contract management knowledge through mentoring, coaching, and upskilling the business in best practice contract management to ensure contracts are managed effectively and deliver on contractual obligations.
- Execute the contracting process for all non-farebox revenue opportunities across the organisation, by liaising with key business unit stakeholders to develop a pipeline, providing support in developing bids, and articulating our scope, to ensure TfW's client contracts are robust and deliver the requirements expected.
- A relevant professional qualification such as a relevant degree, MCIPS or MRICS, World Commerce and Contracting certification, or proven relevant experience.
- Demonstrable experience of taking a leading role in managing complex and high value contracts in a regulated environment with focus on post-contract management.
- Demonstrable experience of improving the business' knowledge of contract management through mentoring and coaching and driving a continuous improvement agenda.
- Effective commercial and contract management skills, with demonstrable knowledge and execution of best practice contract management methodologies including but not limited to whole-life contract cost validations and contract desktop reviews.
- Demonstrable experience of managing commercial discussions, negotiating, and documenting contract changes.
- Experience of working within the requirements of Public Contracts Regulations.
While not essential for this role, Welsh language skills would make a great addition to your application.
