Job summary
As Deputy Head of Commissioning, you will work within the Welsh Kidney Network (WKN). You will lead a complex delegated commissioning portfolio, overseeing the continual development of kidney care across Wales to deliver high‑quality, patient‑centred services. Initially this will include but not be limited to the following:
- Implementation of the Digital Review Monitoring the Value in Healthcare schemes
- Responsible for the ongoing delivery of the WKN strategy and workplan
- Contribute to procurement exercises
- Monitoring contract performance of kidney services
- Matrix manage an all‑Wales team
You will work closely with the core Welsh Kidney Network team, lead clinicians, and collaborate with colleagues and stakeholders across and within provider Health Boards, Welsh Government and the wider Joint Commissioning Committee.

The Deputy Head of Commissioning will manage a designated portfolio within a Commissioning Directorate, ensuring the delivery of high‑quality, patient‑centred services.
Manage the planning, stakeholder engagement, and performance management of the delegated portfolio to achieve the best outcomes for patients and the organisation.
Lead on overarching contract management and review, taking oversight of the portfolio of contracts across the Directorate, utilising strong commissioning skills and collaborating with the Heads of Commissioning to ensure appropriateness and consistency, delivering high quality, equitable services, improved outcomes for patients and value for money.
Work with Finance and Value colleagues to ensure contracts and Long‑Term Agreements are fit for purpose and consistent.
Be accountable to the Assistant Director of Commissioning for performance and provide expert advice to the Director of Commissioning and their deputy on the commissioning of services within the delegated portfolio.

Person SpecificationQualifications and Knowledge
Essential
- Educated to Master's Level or equivalent level of experience/knowledge, with evidence of developed knowledge and experience in commissioning.
- In‑depth professional knowledge e.g. financial management, performance management, information systems, and/or staff management.
Desirable
- Change management qualification, e.g. MSP, Prince2 etc.
