Our Engineering Department is seeking qualified candidates for the position of Assistant City Engineer
. Applications will be accepted online .poquoson.va.us/jobs or in person at City Hall, in the City Manager’s Human Resources Office, 500 City Hall Avenue, 2 nd floor. Salary is dependent upon qualifications and experience. This is an FLSA full-time, non-exempt position.

Reviews subdivision, engineering site plans, and other developmental review plans and specifications for local, state, and federal compliance. Oversees, reviews, and inspects the work of contractors and consultant engineers to ensure adherence to specifications and plans. The Assistant City Engineer reports directly to the City Engineer.

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

• Review of subdivisions for local, state, and federal compliance with an emphasis on stormwater quantity and quality.
• Assists in the preparation of the City’s annual MS4 report and works with DEQ throughout the process.
• Performs contract administration of projects; oversee and monitors work performed to ensure that contract plans, scope, and specifications are being followed.
• Assists in the preparation of cost estimates for projects.
• Participates in the development of new stormwater, environmental, and safety programs.
• Responds to citizen drainage complaints and requests for information, investigates draining and flooding problems.
• Analyzes technical documents, studies, and other deliverables performed by groups outside the City that may impact Poquoson. Provides summaries and recommendations to the City Engineer.
• Works and collaborates with various departments; to include Community Development and the Public Works Department.
• Prepares and maintains technical criteria for projects.
• Other tasks as required, requested, or assigned.

• Knowledge of modern principles and practices in civil engineering.
• Ability to read and interpret plans to ensure design guidelines are met.
• Ability to serve as the technical expert on construction projects and make necessary field changes as required.
• Ability to maintain effective working relationships with the general public, developers, and contractors.
• General knowledge of the Virginia Stormwater Management Act and regulations as well as the general permit for municipal separate storm sewer systems (MS4) is preferred.
• Must obtain Certification from the Commonwealth of Virginia, Department of Environmental Equality (DEQ) for stormwater management inspector and plan reviewer within 12 months of hire.

Bachelor’s Degree in Civil Engineering or closely related field and 1-3 years of experience, or an equivalent combination of education and experience.
