Rigging Superintendent - Train 2 – Bechtel Corporation – Port Arthur, TX

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope includes two identical LNG trains, two LNG storage tanks, one LNG carrier berth, and associated utilities/facilities. It will be constructed on a parcel along State Highway 87 south of Port Arthur, Texas.

The Rigging Superintendent supervises and directs operations within the rigging discipline, including cranes & rigging craft, subordinate supervisors, and other personnel. The role ensures construction performance follows specifications, schedules, and budgets.

• Manage site COE’s (crane operator examiners) and crate operator qualification program, including certifications, state licenses, and medical certificates verifications.
• Ensure assigned personnel are properly qualified, trained, competent, and aware of their responsibilities, complying with all applicable standards and safe practices.
• Inspect site for unsafe conditions and practices and take appropriate corrective action.
• Coordinate safety training and enforce safe work practices with the Environmental Safety and Health Supervisor.
• Champion the ZERO Accident Philosophy, ensuring compliance with Bechtel and local/national safety codes.
• Review and approve subcontractor equipment/personnel mobilization and demobilization.
• Plan the manpower and equipment required to execute jobs, monitoring craft activities for compliance.
• Interface with Labor/Industrial Relations for craft recruitment and training programs.
• Coordinate with the General Foreman to hire craft labor and perform employee reviews, identifying training needs.
• Review craft time records using automated tools, responsible for cost, schedule, and optimization of craft labor, maintaining look‑ahead schedules.
• Prepare reports and forecasts, including construction progress summaries, personnel forecasts, and expenditure forecasts.
• Provide input to quantity tracking applications and report weekly installed quantities to Project Controls.
• Implement corporate project policies, procedures, and instructions within assigned areas.
• Coordinate and implement established area operational plans, preparing material requisitions and coordinating procurement.
• Assist in construction testing as required.
• Perform other duties as required by Bechtel management.

• Requires a bachelor’s degree (or international equivalent) and 5‑8 years of relevant experience or 9‑12 years of relevant work experience.

• Certified rigger/signal person.
• NCCCO, NCCCER, or equivalent certified crane operator.
• Certified OSHA crane inspector and Bechtel Certified Rigging Engineer (CRE) certification.
• Experience on an LNG construction site, especially on the U.S. Gulf Coast.
• Heavy industrial direct‑hire construction experience commensurate with the work.
• Experience in oil, gas, refinery, petrochemical, minerals processing, or power‑generating station construction is preferred.
• Computer literacy in word processing, spreadsheets, and database applications; knowledge of applicable industry codes and standards.
• Excellent communication and problem‑solving ability.
• Certified Crane Operator, experienced as A/D director for all types of mobile cranes.
• Ability to read and interpret crane manufacturers’ operator manuals and load charts.
• Experienced in safe use and inspection of rigging hardware.
• Ability to develop a 3‑week look‑ahead schedule for crane operations.
• Monitor and track utilization of all site cranes.

Work requires the physical ability to conduct field inspections, including extensive walking on a construction site in high heat and humidity, climbing ladders and scaffolding, working on elevated platforms, uneven surfaces, and confined spaces. Some lifting may be required. Must be able to walk into and out of the project and use appropriate standard issued PPE (harness, life vest, lift buckets, etc.).
