SALARY: $39,2485 – $48,8781, Hourly (DOE & Q) EXEMPT

JOB SUMMARY

To coordinate and direct the activities and staff involved in the maintenance and construction of a wastewater collection systems or water distribution systems; and to provide technical and administrative staff assistance to Departmental management staff.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from Assistant Utility Operations Manager.

Exercises direct and indirect supervision over technical and maintenance staff.

DISTINGUISHING CHARACTERISTICS

This is a professional level classification. Employees in this classification will usually perform most of their duties with a minimum of supervision, utilizing their own knowledge, abilities and judgement to analyze, evaluate and remedy situations as they arise.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
  • Operation of a City vehicle.
  • Participate in budget preparation; prepare budget recommendations for equipment, materials and staff; may assist in monitoring and controlling expenditures.
  • Participation in a variety of activities involving travel between various city facilities and properties and other related external businesses and government agencies, which may include collecting and delivering materials and supplies.
  • Plan, coordinate and direct the activities and work related to the construction and maintenance of a wastewater collection system or water distribution system.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the maintenance and repair of the systems; implement policies and procedures.
  • Participate in the selection, training, motivation and evaluation of staff; participate in monitoring employee performance objectives; assist in preparing employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures.
  • Coordinate construction, maintenance and repair activities with other utility divisions, City departments and with outside agencies.
  • Evaluate operations and activities of assigned service area; recommend improvements and modifications; prepare various reports on operations and activities. Assist in development of construction materials and equipment specifications.
  • Submit requests for materials, tools, equipment and other supplies as needed; assist in preparing equipment specifications; prepare information for purchase orders and job tracking.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Maintain routine materials, labor and equipment records; prepare routine summaries and reports.
  • Plan, prioritize and assign work for multiple workers or crews; check on work programs throughout the day.
  • Read and interpret maps of underground water, sewer and drainage systems.
  • Collect samples of water, waste and wastewater for testing; assist with testing of samples.
  • Pack, unpack and issue supplies and equipment; distribute and receive supplies; maintain routine records of materials and supplies received and used.
  • Perform related duties as assigned.
QUALIFICATIONS Knowledge of
  • Methods, materials and procedures used in the construction maintenance and repair of wastewater collection systems and/or water distribution systems.
  • Methods and techniques used in estimating time and materials for assigned projects.
  • Occupational hazards and standard safety precautions necessary in the course of work.
  • Purposes and uses of a variety of heavy equipment, vehicles, tools and power tools.
  • Basic budgeting techniques.
  • Principles and practices of personnel supervision, training, and evaluation.
Ability to
  • Plan, assign and supervise the work of staff involved in the construction, maintenance and repair of water distribution systems or wastewater collection systems.
  • Prepare and develop routine plans, specifications and cost estimates and assist in ordering materials and supplies.
  • Evaluate operations, procedures and policies and recommend improvements.
