Job DescriptionThe Environmental Advisor - Air Monitoring and Reporting (EA-AMR) role will support the development, implementation, and maintenance of programs, policies, procedures, and processes in support of the Port Arthur LNG (PALNG) terminal facility's environmental compliance strategies. The EA-AMR maintains a strong working knowledge of air-focused environmental regulations, permitting processes, management of change requirements, and how current and future regulations may impact operations.
Manages the Leak Detection and Reporting (LDAR) program, coordinates with LDAR contractors, and oversees routine budget reconciliation and budget approval tasks. Preparation and submittal of semiannual LDAR compliance reports and compliance certifications. Investigates potential deviations and non-compliance with air permit conditions for LDAR and Continuous Emissions Monitoring Systems (CEMS) programs, including tracking CEMS downtime details.
The EA-AMR is responsible for performing and/or overseeing environmental tasks to ensure compliance with Federal, State, and local regulatory requirements in support of business functions. Duties may include regulatory applicability determinations, managing the monitored emissions from equipment leaks, ensuring emissions monitoring accuracy for combustion turbines CEMS. Developing and conducting environmental training, auditing, providing technical guidance to business units, preparation of presentations and technical reports, and interpretation of data.
EA-AMR reports directly to the Environmental Superintendent and will primarily be located at the PALNG site. Occasional travel to Contractor's offices or HCOE may be required.
Duties and Responsibilities- Manages the facilities' Fugitive Emissions Reduction Program (LDAR). Support the maintenance and operations teams by maintaining data needed to provide timely status reports and testing support for LDAR-affected equipment.
- Support I&E group with required continuous monitoring equipment tasks and regulatory guidance specified in our operating permits.
- Supports/manages response and remediation efforts involving minor spills and ensure notifications for environmental incidents/releases are made per regulation.
- Performs and supports data entry into compliance management system and assist in development and maintenance of system sustainability programs as requested.
- Assist the Environmental Superintendent with accomplishing various tasks related to LDAR program management, emissions documentation, reporting, emergency response and participating in and overseeing environmental recordkeeping.
- Provide oversight and training to ensure compliance with the requirements of applicable permits, rules, regulations and other best practices. Ensure continuous reporting and compliance documentation to the Environmental Superintendent and support to the environmental compliance & permitting department staff.
- Provides data for semi-annual regulatory compliance reports.
- Attends and participate in internal and external audits.
- Conducts and/or oversees environmental testing and data collection required to comply with all Federal, State, and local environmental regulations, permits, and conditions/requirements.
- Conducts/participates in investigations of environmental incidents, and root cause analysis of environmental issues.
- Informs and updates Environmental Superintendent of any deviations related to permitting conditions or environmental performance. Seek continuous improvement in alignment with Sempra Infrastructure and facility performance goals.
- Maintain a constant presence of environmental stewardship by always observing site conditions, awareness of local wildlife in the area, and enforcing good housekeeping practices throughout terminal facilities.
- Performs other duties as assigned (no more than 5% of duties).
- Provides oversight on fiscal tasks associated with LDAR contract monthly invoices, including monthly QA/QC and payment approvals. Communicate monthly spend to Environmental Superintendent.
- Bachelor's degree in environmental engineering, Environmental Science, other applied sciences, or related field experience or an equivalent combination of education and experience. Required
- 5 years of Progressive experience in environmental quality management and compliance in support of LNG, gas processing, large natural gas pipeline facilities, or petrochemical infrastructure facilities. Required
Skills and Abilities
- Possess an understanding of applicable federal, state, and local environmental laws, regulations, codes, standards, and permits required to construct and operate LNG terminals.
- Possess a knowledge of sampling/monitoring techniques, compliance, reporting, and program management.
- Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
