Job DescriptionThe Environmental Engineer – Air Monitoring and Reporting (EE‑AMR) role develops and implements programs, policies, procedures, and processes to support the Port Arthur LNG terminal’s environmental compliance strategies. The EE‑AMR maintains a strong working knowledge of air‑focused environmental regulations, permitting processes, and how current and future regulations may impact operations. Responsibilities include preparing and submitting annual emissions inventory, semi‑annual deviation reports, and compliance certifications;
managing the Title V reasonable inquiry process; investigating potential deviations and non‑compliance with air permit conditions; performing and/or overseeing environmental tasks to ensure compliance with federal, state, and local regulatory requirements; regulating permitting and monitoring emissions from flares, thermal oxidizers, and combustion turbines; developing and conducting environmental training; auditing, providing technical guidance, preparing presentations and technical reports, and interpreting data.
- Support the Environmental Superintendent with tasks related to emissions determinations, environmental permitting, reporting, routine inspections, emergency response, and recordkeeping.
- Provide oversight and training to ensure compliance with permits, rules, regulations, and best practices.
- Perform annual emissions inventory and semi‑annual deviations report generation and submittal.
- Support engineering in calculating routine and non‑routine emissions, especially MSS activities.
- Support I&E group with required continuous monitoring equipment specified in operating permits.
- Attend and participate in internal and external audits.
- Conduct environmental testing and data collection required to comply with federal, state, and local regulations, permits, and conditions (including Title V, EPA greenhouse gas, etc.).
- Provide environmental representation, training, guidance, and support to the site’s business unit; ensure continuous reporting and compliance documentation.
- Support response and remediation efforts for minor spills and ensure notifications for environmental incidents/releases per regulation.
- Participate in investigations of environmental incidents and root‑cause analysis.
- Perform and support data entry into compliance management system and assist in developing and maintaining sustainability programs.
- Maintain a constant presence of environmental stewardship by observing site conditions, local wildlife, and enforcing good housekeeping practices across terminal facilities.
- Inform the Environmental Superintendent of any deviations related to permitting conditions or environmental performance; seek continuous improvement aligned with company and facility goals.
- Perform other duties as assigned (no more than 5% of duties).
Bachelor’s Degree in Chemical Engineering, Environmental Engineering, or related field (Required).
Experience3+ years of progressive experience in air quality management and environmental compliance at LNG, gas processing, refinery, or petrochemical facilities (Required).
Knowledge,Skills and Abilities
- Understanding of applicable federal, state, and local environmental laws, regulations, codes, standards, and permits for LNG terminals (EPA, TCEQ, FERC, USACE, USFWS, USDOT, Clean Air Act, Natural Gas Act) – Advanced.
- Knowledge of air emission monitoring techniques, air compliance reporting, and emissions management – Advanced.
- Analytical thinking and problem‑solving abilities – Advanced.
- Organized and able to manage multiple complex activities and programs timely and accurately – Advanced.
- Experience in meeting project goals and objectives with a forward‑looking approach – Advanced.
- Exceptional written, verbal, and interpersonal communication skills – Advanced.
- Strong regulatory interpretation and application skills – Advanced.
- Proficiency in Microsoft Office Suite (Word, Excel, PPT, Visio) – Intermediate.
- Bilingual – English/Spanish (Intermediate).
- Transportation Worker Identification Credentials (TWIC) or ability to obtain (Required).
- CPR and First Aid certification, or ability to obtain, and knowledge of emergency procedures; maintain valid certifications (Preferred).
- Walking up and down slopes and on uneven surfaces; climb stairs and ladders up to 200 ft.
- Work outdoors in extreme temperatures, precipitation, and loud noise; wear safety equipment (harness, respirator, etc.).
- Willing to be on call, work outside normal business hours, handle emergency response, and travel for training or meetings.
