Overview
Airswift is seeking a Field Construction Engineer – Instrumentation & Controls to work in Port Arthur, TX for a major LNG client on an initial 1-year contract.
Primary PurposeOversee the safe and environmentally compliant execution of electrical/instrumentation and controls installation and testing, loop checks by EPC contractor at the project premises. Monitor the execution of work to ensure progression per project specifications, industry standards, and applicable codes. Report quality issues in a timely manner and help resolve them with subject matter expertise. Foster harmonious relations with Construction, Commissioning, Turnover and Operations groups to deliver a qualitative product for a world-class LNG facility.
Assist planning and develop tools to indicate progress and generate daily, weekly and monthly reports. Involve in eliminating errors and interact with craft professionals to obtain the best quality safely.
In this role, the incumbent will report to the Field Engineering Manager. Provide input on project field engineering specialization roles and expertise in overseeing material management, quantity verification, and validation. Technical inspection and testing knowledge, and coordination with contractors involved. Ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements.
Duties and Responsibilities- Perform field observations, leadership and field walks, JSA reviews, attend toolbox meetings, and adhere to project safety regulations.
- Ensure appropriate qualifications, code compliance, and adherence to project specifications and industry standards.
- Maintain accountability on deliverables within the specific discipline, monitor progress, participate in punch list walkdowns.
- Develop a firm understanding of system scoping from the beginning and prepare to walk the systems in the areas involved. Compile drawings and specifications associated with each system well in advance.
- Oversee and manage contractor construction activities to ensure compliance with the EPC contract, applicable permits, site regulations and the construction safety program, and monitor schedule compliance.
- Interface and respond to technical queries from internal stakeholders, EPC contractors, subcontractors, suppliers, and other counter parties as required.
- Ensure the zero-accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and that tools and equipment are in safe condition and operated safely.
- Participate in regular contractor construction meetings.
- Review contractor procedures, reports and quality of the product to ensure compliance with EPC contract requirements.
- Coordinate with the Commissioning and Start-up Manager and engineers to facilitate start-up in accordance with the operations turnover plan and plant performance testing and expectations.
- Manage compliance with proper and manufacturer-required storage/preservation requirements.
- Carry receipt observations or visits to laydown yards storing electrical equipment to understand storage adherences.
- Perform other duties as assigned (no more than 5% of duties).
- Bachelor’s degree in Engineering or other technical discipline or an equivalent combination of education and experience required.
- 8+ years of experience managing major construction projects including LNG, Oil & Gas, Chemical and energy infrastructure projects.
- At least 5 years of background in management or construction of energy infrastructure projects related to Electrical and Instrumentation.
- At least 5 years of experience with brownfield projects preferred.
Skills and Abilities
- Knowledge of electrical/instrumentation and controls construction or engineering operation relating to field activities.
- Knowledge of reviewing installation details and testing of electrical systems, lighting systems, instrument installations, cable stringing, terminations, high voltage equipment, loop checks, lightning protection, and fire detection systems including loop checks and medium/high voltage testing.
