Job SummaryPerform professional accounting work including recording and reporting of financial transactions and budgeting control for city accounts and projects as assigned; review fiscal records; maintain fixed asset records; prepare financial reports and special financial analyses.
SupervisionReceives direction from the Assistant Director of Finance. Exercises indirect supervision over clerical staff.
Responsibilities- Supervise and participate in the posting, balancing and reconciliation of the general ledger and subsidiary accounts.
- Control budgets for various capital projects, determining if funds are available and expenditures are properly classified; research and analyze transactions to resolve budget problems and provide analysis of available funds.
- Prepare balance projections and review with departments.
- Recommend or implement changes in financial systems and procedures; coordinate and provide training for users in the operation of financial systems.
- Assist departmental personnel with annual budget preparation and activity including proper expenditure coding, document preparation, and other accounting related activities.
- Prepare and assist in the preparation of various financial reports, including the Comprehensive Annual Financial Report.
- Provide staff support to a variety of meetings and boards.
- Prepare a variety of complex financial reports.
- Assist external auditors with the annual audit of the city; provide financial statements and information as required.
- Perform related duties as assigned.
Knowledge of:
- Principles and procedures of financial record keeping and reporting.
- Accounting theory, principles and procedures and their application to a variety of accounts, transactions and problems in a municipal government.
- Pertinent federal, state and local laws, codes and regulations.
- Modern principles and practices of governmental accounting.
- Principles of personal supervision and training.
- Automated financial management systems.
- Modern office methods, practices, procedures and equipment.
Ability to:
- Analyze and interpret fiscal accounting records and prepare accurate and complete financial reports.
- Interpret and apply pertinent federal, state and local laws, rules and regulations.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
- Maintain effective audio‑visual discrimination and perception needed for making observations, reading and writing, performing mathematical calculations, operating assigned equipment, reviewing the accuracy of financial records, and communicating with others.
- Maintain mental capacity which allows the capability of making sound decisions regarding city finances, working with numbers, performing advanced mathematical calculations, and demonstrating intellectual capabilities.
- Prepare a variety of financial statements, reports and analyses.
- Communicate effectively, both orally and in writing.
- Establish and maintain cooperative working relationships with those contacted in the course of work.
Experience: Three (3) years of professional accounting experience, preferable in municipal or public accounting.
Training: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in accounting.
