About the Company and Position

Moran Towing Corporation () is one of the oldest companies in America, serving for over 160 years in marine shipping, tugboat services, LNG support, environmental recovery, and commercial diving. The company is headquartered in Port Arthur and has grown from a humble tugboat company into a dominant provider of commercial maritime services.

This is a full‑time, salaried, exempt position reporting to the General Manager. The Operations Manager oversees marine and shoreside daily operations, promotes adherence to company policies and regulatory guidelines, works independently, and communicates effectively with corporate departments and tug captains.

Responsibilities

Operations

  • Schedule and ensure proper manning of tugs.
  • Monitor dispatch assignment of vessels.
  • Schedule and monitor required professional enrichment and technical training for marine and shoreside personnel.
  • Ensure all mariner licensing is up to date and valid.
  • Assist in training employees through regularly scheduled Safety Meetings.
  • Ensure compliance with the Safety Management System (SMS) by monitoring, reviewing, and addressing all drills, vessel checks and training requirements.
  • Review tugs through informal inspections, proper documentation and operations in preparation for internal and ABS audits; attend, schedule and participate with audits.
  • Review, monitor, investigate, and follow up entries in the claims database (Origami).
  • Review, monitor, and follow up entries in OMS.
  • Assist in organizing and attending Behavior Based Safety Meetings.
  • Assist in recruiting and hiring of mariners, including interviewing candidates, background checks, drug testing, and E‑Verify.
  • Monitor vessel line usage and record/update inventory as needed.
  • Assist in purchasing and cost monitoring of requisitions and purchases by marine and shoreside personnel, continually seeking efficiency and cost reduction.
  • Communicate with customers, vessel agents, vendors, regulatory agencies, and Moran personnel regarding operational and support functions throughout the company.
  • Evaluate P&L and other financial reports with the General Manager to operate within monthly and annual budgets; participate in preparation of the annual budget when directed.
  • Assist in managing the pier facility and office as needed.
  • Other responsibilities as directed by the General Manager.

Engineering

  • Review with the Port Engineer all preventive maintenance tasks that cannot be performed onboard and enter them into the repair order system; ensure training on these tasks is completed.
  • Communicate recommendations for issues that cannot be addressed by local port engineering staff to the General Manager.
  • Monitor engineer training, including orientations and instruction by port engineering staff.
  • Assist in scheduling repairs with port engineering staff for tug maintenance and repairs, including utilization of outside vendors.
  • Schedule repair periods with dispatchers to coordinate downtime and minimize service interruptions.
  • Ensure proper documentation and entries are completed in OMS.
  • Review with engineering staff that adequate spare parts are available for future repairs.

Accounting and Administration

  • Review customer invoices through the billing system (HELM) to ensure accuracy of customer charges.
  • Receive and review payroll worksheets from tugs, ensuring accurate entry into Mariner Time & Attendance (MTA) data.
  • Monitor Accounts Receivable and follow up with customers.
  • Monitor and approve Accounts Payable.
  • Maintain required documents electronically in UKG and in personnel folders.
  • Ensure month‑end reporting accurately includes engine hours, number of jobs, and fuel consumption.
Required Qualifications
  • Minimum 2‑year college degree; relevant work experience will be considered in lieu of education.
  • Minimum 3 years of relevant work experience.
  • Valid driver’s license and Transportation Worker Identification Card (TWIC).
  • Proven successful management experience, demonstrated strong leadership skills and decisive decision‑making ability.
