Pro Sync is seeking a passionate Specialized Project Lead (SP‑L) who will serve as the primary lead for the design, development, and implementation of the training pipeline for Maritime Targeting Cell Afloat (MTC‑A) operators and maintainers. This role requires expertise in project planning, Navy training curriculum development, and coordination across multiple stakeholders in the intelligence and security domains. The SP‑L will oversee the full lifecycle of training program creation, from analysis to pilot execution and final implementation.

Salary

This position offers a salary in the range of $115-125k based on numerous factors, including degree and overall experience.

Responsibilities

This role includes:

  • Front‑End Analysis (FEA):
    Lead efforts to identify required knowledge, skills, and abilities (KSAs) for MTC‑A personnel. Conduct sequential “As‑is” vs. “To‑be” manpower and training assessments
  • Job Duty Task Analysis (JDTA):
    Direct the decomposition of KSAs into specific tasks and duties, ensuring granularity aligns with curriculum development needs
  • Training Program Plan (TPP):
    Develop training outlines and learning objectives, serving as the blueprint for course design and delivery
  • Courseware Development Oversight:
    Manage creation of instructor‑led, online, and simulation‑based training materials. Ensure compliance with Navy instructional standards
  • Pilot Training Execution:
    Coordinate and evaluate pilot sessions to validate courseware effectiveness and identify areas for improvement
  • Classification Establishment:
    Support the creation of NECs (Navy Enlisted Classification) and NEOCs (Navy Enlisted Occupational Classification) for MTC‑A operators and maintainers
  • Program Implementation:
    Oversee rollout of the new training program, replacing interim CTR Fly Away team training
  • Project Management:
    Develop timelines, forecasts, resource allocations, and budget estimates. Track progress and funding, providing financial overviews to internal and external customers
  • Stakeholder Coordination:
    Interface with Navy program personnel, intelligence/security stakeholders, and external partners to ensure alignment and successful delivery
  • Security & Compliance:
    Operate within TS/SCI clearance requirements and maintain access to JWICS
Requirements
  • Six years of experience in:
    • a) Developing timelines, forecasts, resource allocations, and budget estimates for MTCA specific projects
    • b) Tracking progress, funding, and providing financial overviews to internal and external customers
  • Four years of experience in:
    • c) Managing MTCA and Curriculum related implementations or initiatives
    • d) Overseeing and coordinating activities with internal and external customers
    • e) Interfacing with program personnel and stakeholders
  • Subject to a minimum of ten years of professional technical activities related to complex project planning; at least six of these years must demonstrate experience in “a” and “b” and at least four must demonstrate experience in “c” through “e”.
  • A minimum Top Secret security clearance or higher is required to be considered for this position.
Educational Requirements
  • A Bachelor's degree or higher from an accredited college or university in an engineering, scientific, business, or technical discipline
