Responsibilities
  • You will oversee the collection of data and development models to calculate future resource requirement as part of the command Program Objective Memorandum process.
  • You will oversee the Inter‑Service Training Review Organization (ITRO) program across the domain and coordinate the center's participation in reviews and analysis with sister services (Army, Air Force, Marine Corps, and Coast Guard).
  • Serves as the Director of Functional Integration Management and is the primary Center's point of contact with the fleet and is responsible for coordinating, communicating, and assessing training efforts and initiatives to meet fleet requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12‑31‑59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
  • Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • Manages and coordinates within the CFSE Domain and supported organizations the formalization and initiation of projects for curriculum changes, revisions, and development;
    • Directs the coordination and conduct of the training requirements review process with fleet stakeholders to review and revalidate existing courses for which CSFE is the curriculum control authority;
    • Comprehensive knowledge of the Department of Defense planning, programming and budgeting system and the procedures of fiscal execution. Includes Naval Education and Training Command Program Objective Memorandum;
    • Provides expert advice in order to establish and maintain Job Duty Task Analyses for every rating or job in the Construction Force;
    • Manages programs using creative and innovative methods of new developments in education and training.
