Why This Role Is Unique
This isn't your typical engineering technician position. You'll serve as the primary technical liaison between the County Sewer Utility and the community, wielding significant independent judgment in complex decisions that affect development projects across Kitsap County. With responsibility spanning from permit administration to technical design review, you'll exercise advanced knowledge of civil engineering principles while managing the full lifecycle of sanitary sewer connections and extensions.
Your work directly influences how residential and commercial developments connect to critical county infrastructure, making you an essential bridge between regulatory compliance and practical implementation.
- Administer and review sanitary sewer system designs for residential and commercial development projects, including individual connections, and manage the complete permit process with connection fee establishment
- Serve as the technical lead reviewer for development submittals, ensuring all proposed sewer connections and extensions meet county, state, and federal codes and standards
- Review complex engineering plans, profiles, specifications, and technical details for sanitary sewer lines, manholes, grease interceptors, and pump stations
- Perform engineering calculations, quantity take-offs, and connection fee estimates to support accurate project costing
- Represent the Utility in development review and preconstruction meetings, ensuring standards and procedures are consistently applied
- Coordinate with internal teams including GIS Technicians and Program/Permit Technicians to maintain accurate utility asset records and permit documentation
- Associates Degree in Engineering or related field and 5 years of related experience performing engineering activities in a related area, demonstrating your technical foundation and practical knowledge
- 1 year of experience leading a crew or serving as a lead over construction and/or technical projects, showing your ability to guide work and make independent decisions
- Strong organizational and communication skills to effectively interact with the public, developers, engineers, and regulatory agencies
- Advanced technical knowledge and understanding of civil engineering principles, construction practices, and regulatory requirements for sanitary sewer and utility systems
- Preferred:
Related engineering experience specifically in pipeline systems design or construction
