Basic Function
The Vice President, Student Services, reports directly to the President of the College and is the chief student services administrator, provides direction for Student Services for the college, manages and supervises the staff and operation of the Student Services divisions or departments. Serves as the 504 Compliance Officer.
Representative Duties
1. Provide leadership and supervise the planning, organizing, and coordination of the Student Services Division while achieving the institutional goals and objectives, and ensuring that academic support services are provided to students to achieve educational success.
2. Provide administrative supervision for the Student Services management staff.
3. Trains, supervises, evaluates, and directs the work of personnel as assigned; participates in selection and hiring processes.
4. Direct the core departments of Counseling, Admissions and Records, Financial Aid, Student Affairs, and special programs; oversees the development and evaluation of policies and procedures for these areas.
5. Identify the needs of the service area and students to enhance a supportive learning environment.
6. Systematically assess student support services using student learning outcomes and other appropriate measures to improve the effectiveness of these services.
7. Assess the student services needs of the local communities.
8. Develop and implement an appropriate plan for support services.
9. Oversee a complex budget requiring coordination of categorical funds, general funds, and foundation resources.
10. Ensure all Student Services departments operate in compliance with Title 5 regulations, the Education Code, and federal statutes.
11. Develop, monitor, and evaluate the College's Student Equity Plan.
12. Function as 504 Compliance Officer.
13. Member of the President's Cabinet and serves on College and District committees.
14. Perform other duties as assigned.
Minimum Qualifications
- Five years of progressively responsible experience that includes supervision of multiple student service programs.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.
Desirable Characteristics:- Understanding of and interest in the work of small, rural colleges.
- Understanding of a multi-campus district.
- Knowledge of delivering comprehensive student services in multiple modalities and support services.
- Demonstrated understanding of approaches for providing holistic student services.
- Demonstrated support for diversity, equity, and inclusion.
- Demonstrated philosophy of servant leadership.
Knowledge of:- Effective delivery of student support programs and services.
- Higher education in community colleges, including the mission of the California Community Colleges,
- Federal and state regulations pertaining to student services programs.
- Pertinent sections of the California Education Code.
- Title 5 of the California Code of Regulations pertaining to student developmental, curriculum, and institutional services.
- California State Chancellor's Office legal opinions and advisories.
- Theories of student development related to the adult learner, understanding of organizational systems, and their contribution to student success.
- Successful interpersonal skills, organizational leadership, team building, staff development, and communication techniques.
- Correct English usage, grammar, spelling, punctuation, and vocabulary.
- Record keeping procedures, Knowledge of budget preparation and maintenance.
- Knowledge of appropriate software and databases.

- Work as part of a management team dedicated to collaboration and the college's goal of integrating instruction and student services to create and maintain a supportive student-learning environment.
- Exercise group leadership skills, which emphasize collaboration, consensus building, conflict resolution, and problem solving.
- Analyze, interpret. and apply state and federal laws to the campus population; effective oral and written communication with students, staff, and the community.
- Make informed decisions using data from the district's integrated system of record.
- Train, supervise, and evaluate assigned personnel.

- Work harmoniously with Vice Presidents, Academic Affairs, and other appropriate staff in support of the student services and instructional programs.
