Position Summary

At the National Policy Consensus Center (NPCC), we build consensus through collaborative governance to address public policy disputes and implement community‑based solutions across Oregon and beyond. The Oregon Solutions Project Manager supervises projects that align resources and integrate community partners to support implementation of complex initiatives.

Responsibilities
  • Selectively manage the design, negotiation, budgeting, and monitoring of Oregon Solutions projects (approximately 75% of the role).
  • Lead business development and outreach efforts (15%).
  • Handle administrative tasks (10%).
  • Assess and facilitate high‑complexity projects involving diverse stakeholders, cross‑sector collaboration, political sensitivity, and long‑term duration.
  • Contribute to applied research and training as required.
Minimum Qualifications
  • Bachelor’s degree with 4‑6 years of related experience or an advanced degree with at least 2 years of related work experience.
  • Excellent interpersonal, oral, and written communication skills.
  • Proven expertise in facilitating, mediating, or leading collaborative public engagement processes.
  • Ability to maintain diplomatic relationships with public officials, private organizations, advocates, contractors, PSU employees, and the public.
  • Self‑starter capable of managing multiple tasks, people, and projects simultaneously.
  • Proficiency in word processing, spreadsheet software, internet usage, and electronic communications.
  • 2 years of experience developing and managing complex contracts and project budgets.
  • Commitment to justice, equity, diversity, and inclusion with an understanding of institutional racism and bias.
  • Experience working with traditionally excluded communities in public decision‑making.
  • Valid state‑issued driver’s license.
Preferred Qualifications
  • 3+ years of work with state, regional, or local government agencies.
  • Experience collaborating with community members and leaders from both urban and rural settings.
  • Strong understanding of public decision‑making processes and experience with regulatory and tribal governance.
  • Knowledge of business and non‑profit needs and resources.
  • Advanced analytical and problem‑solving skills on complex public policy issues.
  • Ability to function effectively in highly contentious situations.
  • 5+ years of project management with responsibility for contracts and complex budgets.
  • Ability to assess public conflicts, problems, or opportunities and design collaborative processes.
  • Fluency in more than one language (preferred).

Salary and Benefits

Starting annual salary ranges from $63,816 to $80,190, based on experience, market parity, and internal equity. A comprehensive benefits package includes 95% healthcare premium, retirement and vacation benefits, tuition reimbursement, and a robust benefits calculator.
