Description
Executes purchasing operations with a specific focus on Purchased Component Assembly (PCA) procurement, supplier qualification, and part transfer management. Ensures timely and cost-effective procurement of materials, components, and services while actively managing Printed Circuit Assembly (PCA) vendor relationships, identifying alternative and replacement sources, and driving part transfer activities from sourcing through full approval. Works closely with Planning, Inventory Control, Engineering, and Quality to support production continuity and supply chain resilience.
Key Responsibilities Core Purchasing Process purchase requisitions and create purchase orders per MRP and manual requirements Manage supplier relationships including pricing negotiations and delivery commitments Monitor and expedite open POs to ensure on-time delivery Drive purchase price variance reduction through negotiations and sourcing alternatives Manage MOQ (minimum order quantity) optimization reduce cost of small buys Coordinate with Quality on supplier corrective actions (SCARs) Maintain accurate lead times and pricing in ERP Process RMAs and supplier returns Support new product introduction with component sourcing Report on open PO status, past-due POs, and supplier performance Printed Circuit Assembly (PCA) Purchasing Core Focus PCA Process Knowledge:
Demonstrated understanding of Printed Circuit Assembly (PCA) purchasing requirements, processes, and documentation including purchase order structure, change management, and compliance requirements specific to PCAs. Vendor Identification &
Qualification:
Proven track record of independently identifying and qualifying new Printed Circuit Assembly (PCA) vendors. Includes evaluating supplier capabilities, initiating and managing the qualification process, and ensuring vendors meet technical, quality, and delivery requirements. Part Transfer Management:
Active experience managing the full part transfer lifecycle from identifying alternative or replacement sources through final approval. This includes coordinating with Engineering and Quality on approved vendor list (AVL) updates, sample submissions, first article inspections, and supplier qualification documentation. AVL Development:
Ability to support the development and maintenance of an Approved Vendor List (AVL) for Printed Circuit Assembly (PCA) components, identifying acceptable alternates and working cross-functionally to get them approved and added to the AVL. Cost &
Risk Management:
Identify cost reduction opportunities and supply chain risk within the Printed Circuit Assembly (PCA) supply base including single-source risks, long lead times, and obsolescence and actively work to mitigate through dual sourcing or transfer activity.

Additional Skills & Qualifications
10+ years of purchasing or procurement experience in a manufacturing environment Demonstrated experience in Printed Circuit Assembly (PCA) purchasing processes and requirements Proven track record of identifying, vetting, and qualifying new vendors Active experience transferring parts between suppliers, including managing the full transition process from sourcing through approval ERP/MRP system experience (purchase order management, requisition processing) Supplier negotiation skills and vendor relationship management experience Understanding of electronic and mechanical component sourcing Familiarity with AVL management and approved vendor qualification processes Ability to work independently and manage multiple priorities with minimal supervision Strong organizational and follow-up skills Preferred Qualifications Experience in HMLV (high-mix low-volume) or build-to-order manufacturing procurement APICS or ISM certification Experience with international sourcing and logistics Cost analysis and should-cost modeling skills Familiarity with first article inspection (FAI) and supplier qualification documentation Experience working with engineering teams on component obsolescence and end-of-life (EOL) transitions
