Construction Manager – Quality Control Manager / Site Safety & Health Officer (QCM/SSHO)

Midnight Sun Global Services seeks a qualified Construction Manager to simultaneously perform the roles of Quality Control Manager and Site Safety & Health Officer on a Federal contract at the Portland Air National Guard Base. As QCM, you will develop, implement, and administer a quality control program in accordance with the project Quality Control Plan. As SSHO, you will manage daily safety inspections, training, and compliance efforts with the project’s safety and health requirements.

Responsibilities
  • Check and approve all items before submittal—stamp, sign, and date all required documentation.
  • Identify and document proposed deviations from contract requirements.
  • Update and maintain the QC system compliant with FAR 52.246‑12.
  • Implement and administer the client‑approved QCP.
  • Perform daily inspections, ensuring compliance with delivery order requirements.
  • Prepare material submittals and Material Delivery Verification Forms per drawings and specifications.
  • Prepare Daily Quality Control Reports.
  • Attend pre‑construction meetings with subcontractors to promote understanding of QCP and required quality levels.
  • Maintain on‑site records of QC operations, tests, and inspections—including subcontractor and supplier work.
  • Maintain drawings and material usage records, factory tests, and manufacturer certifications.
  • Coordinate third‑party testing agents as outlined in the QCP.
  • Develop and implement methods to assess cost and responsibility for unacceptable material.
  • Exercise stop‑work authority as needed.
  • Monitor all job‑site operations for compliance with contract requirements regarding noise and dust control, non‑interruption of APS activities, and utility shutdown procedures.
  • Ensure compliance with Company HSEQ guidelines, local OSHA requirements (USACE EM385.1.1, etc.).
  • Maintain a written safety and health inspection log, including hazards, corrective actions, and deadlines.
  • Lead all safety activities: confined space entry, cranes, excavation, fall protection, electrical work.
  • Conduct daily safety and health inspections, maintaining logs and attaching to daily production reports.
  • Investigate mishaps and near‑misses, complete accident reports.
  • Log injuries using OSHA Form 300, post Form 300A on the bulletin board.
  • Maintain safety reference material, attend all pre‑construction and progress meetings.
  • Review APP and AHAs for compliance with EM 385‑1‑1, approve and enforce.
  • Establish and monitor a Safety and Occupational Health deficiency tracking system.
  • Ensure subcontractor compliance with safety and health requirements.
  • Maintain hazardous chemical lists and SDS.
  • Provide safety orientation and indoctrination records.
  • Manage resources, set priorities, and enforce the Contractor’s safety program.
  • Develop policies, procedures, and standards consistent with federal and state regulations.
  • Lead safety training, inspections, and education programs.
  • Oversee workers’ compensation and insurance claim processes.
  • Maintain audit documentation and reporting.
  • Exercise stop‑work authority as needed.
  • Recommend measures to protect workers from hazardous work methods.
  • Investigate all job‑related and vehicle accidents to identify causes.
  • Coordinate safety and health committee meetings.
  • Conduct safety training and education, demonstrate safety equipment use.
  • Inspect facilities and equipment to identify and correct hazards.
  • Requirements
    • 5+ years experience as a Quality Control Inspector or SSHO on comparable Federal projects.
    • Bachelor’s degree in Construction Management, Engineering, or related field preferred.
    • Extensive knowledge of building codes, engineering principles, hazard identification, OSHA guidelines (Confined Space, Cranes, Excavation, Fall Protection).
    • Must meet EM 385‑1‑1 and comply with national safety standards (CFR 1910, CFR 1926, OSHA).
    • Ability to develop and read critical path schedules and construction drawings.
    • Adaptable to frequent changes in a fast‑paced environment.
    • Strong verbal and written communication skills for clear, professional presentation.
