Just Compassion provides community-centered, low-barrier services for unhoused and marginalized individuals in Washington County. We work from a trauma-informed, housing-first, and relationship-based framework. Our Tigard Shelter team plays a critical role in ensuring every guest feels welcomed, respected, and supported.
** Position Summary
** The Program Coordinator supports the successful daily operations of the Tigard Shelter during the 2:30pm–10:30pm shift. This role balances administrative responsibilities—such as HMIS data entry, grievance tracking, documentation, and critical incident reports—with direct engagement on the shelter floor.

The Program Coordinator ensures accurate, timely documentation, upholds program guidelines through a supportive lens, and contributes to a safe, dignified shelter environment for all guests.
** Responsibilities
* ** Complete all HMIS data entry for shelter guests, including enrollments, exits, services, and documentation.
* Track and maintain all shelter data metrics to support internal reporting and county/partner requirements.
* Receive, log, and help resolve guest grievances following organizational procedures.
* Write, review, and submit Critical Incident Reports (CIRs) and ensure follow-up actions are completed.
* Assist in maintaining accurate rosters, daily census reports, and other required documentation.
* Collaborate with leadership to ensure data quality and compliance with SHS, HUD, and county guidelines
* Conduct intakes for new shelter guests, ensuring trauma-informed engagement and clear communication around expectations.
* Support the evening routine, including check-ins, basic needs support, distributing supplies, and responding to guest questions.
* Provide on-the-floor support, including de-escalation, crisis response, and maintaining a calm and respectful shelter environment.
* Build rapport and model a welcoming, person-centered approach aligned with Just Compassion values.
* Ensure community and safety guidelines are followed while prioritizing dignity, respect, and equity.
* Work closely with the Program Supervisor, and other team members to maintain consistency across shifts.
* Participate in shift handoffs, team meetings, and training as required.
* Support volunteers and ensure they understand shelter expectations and safety procedures.
** Qualifications
* ** 1 year of experience working in homeless services, social services, crisis response, or a related field preferred.
* 1 year of HMIS training experience
* Strong administrative skills, including documentation, data entry, and attention to detail.
* Demonstrated ability to de-escalate, resolve conflict, and remain calm in fast-paced situations.
* Commitment to trauma-informed care, harm reduction, equity, and low-barrier service models.
* Ability to work independently during evening hours while collaborating with a wider team.
* Must pass applicable background checks.
** Preferred Qualifications
*** 2+ years of experience working in homeless services, social services, crisis response, or a related field preferred.
* 2+ years of HMIS training experience
* Bilingual or multilingual
* Familiarity with Washington County shelter systems, Coordinated Entry, or SHS-funded programs.
** Physical Requirements
*** Ability to walk up and down stairs and stand for extended periods.
* Ability to lift up to 20 pounds and assist with light physical tasks (e.g., setting up tables/chairs).
* Ability to perform job duties that may involve bending, twisting, or reaching.
