Job Summary This 18 month Project Position position is responsible for the improvement of housing outcomes in regards to populations with multiple complicated issues to include persons experiencing behavioral health needs in the Homeless Crisis Response System funded by Clark County. Key responsibilities include ensuring homeless service providers have a housing with supportive services focus that also extends to persons with behavioral health needs, researching and staying knowledgeable on accepted and established best practices for housing persons with comorbidities that include behavioral health needs, providing technical assistance to contracted service providers and county staff regarding best practices in serving and housing persons with behavioral health needs, and improving the effectiveness of the continuum of care by identifying Clark County homeless system gaps in services to house people with complex issues with a special focus on behavioral health.

This position actively works to improve the effectiveness of the continuum of care by participating in, researching and preparing recommendations to resolve program/project issues. Monitors and prepares reports to funding agencies on the progress and achieved outcomes of programs. Utilizes data to identify community needs, program efficacy and progress toward key performance measurements. Conducts federal and state contract compliance reviews, requests for application (RFA) processes and ensures contract and systemic requirements and/or incentive opportunities are met.
The position will provide training and technical assistance to homeless system providers and help them implement new innovative programs that work with the housing and behavioral health systems. may act as liaison to other agencies concerned with housing and homeless activities and assists in providing information and assistance to the public. This position is also responsible to work with staff and providers to ensure programs are culturally proficient to meet the needs of a diverse population and serve historically marginalized populations.

The position will actively work with homeless system providers to implement services using an equity and inclusion lens so qualified candidates must have knowledge and some experience in this area. The position will take the lead for the department to gather data and develop reports or press releases to share with the media, public and/or post on the department webpage.
This position reports to the Program Manager of Community Action, Housing and Development, in the Department of Community Services.

THIS POSITION IS NOT PERS ELIGIBLE.# Qualifications This position requires a Bachelor’s degree in public administration, social work or a closely related field *(Master’s degree is highly desirable)
* and at least two years of experience in public sector contract management especially homeless and housing programs, grant administration, project management or a related field.

The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.

All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.

The ideal candidate will have the following strengths:
· Knowledge of federal, state, and local funding sources and methods for homeless programs;
* Knowledge of Housing First, Rapid Rehousing, Coordinated Assessment and Entry, Progressive Engagement, harm reduction, and other evidence-based best practices related to homelessness and housing on programmatic and systemic levels;
· Experience preparing and presenting information to boards, elected officials, and other policy/decision making groups;
* Experience providing complex technical assistance and implementing research-based best practices across continuums.
* Experience providing culturally aware facilitation and supporting coordination and integration of services.
* Experience providing direct services to people who are low-income and/or homeless.
