Highway Laborer- Street Maintenance

The City of Portsmouth is seeking a Laborer to join our Highway Department. This is a great opportunity to work outdoors, learn valuable skills, and to help the community running smoothly.

This position is full-time, 40 hours a week, Monday-Friday, 7:30am-3:30pm with the opportunity to be on-call.

Starting pay range is $22.32- $24.61 an hour based on experience and per the AFSCME 1386A Working Agreement.

NATURE OF WORK
The purpose of this position is topick up and otherwise clear refuse, garbage, vegetation and other debris in all weather conditions from curbs and roadsides and leave collection areas generally clean. Other seasonal clearing and cleaning operations are also performed. The work involves constant safety awareness, the ability to recognize and take appropriate actions regarding hazardous materials and to use hand tools.

SUPERVISION
Workis performed under the general direction of the Public Works Director, Deputy Public Works Director, General Foreman, or their designee. Incumbent plans and carries out daily workwith a degree of independence and teamwork. Performance is subject to review according to the City's personnel plan through observation, reports and the results achieved.

ESSENTIAL JOB FUNCTIONS

1. Mowsgrass, weeds and clears brush as needed. Rakes and picks up refuse, leaves and other debris around the facilities.

2. Clearsand shovels snow. Spreads calcium/salt on the sidewalks, parking lots, steps, andother areas.

3. Assistsin the installation, maintenance and repair of plumbing and light carpentry needsin the facilities.

4. Performs other heavy laboring and various semi-skilled and skilled tasks essential to municipal buildings, public works and utility operations using a wide varietyof power, pneumatic and hand tools.

5. Assists with preparing, maintaining, and performing job site and work safety practices.

6. Issubject to callouts to respond to emergencies after normal working hours.

7. Operate sand checks vehicles, attachments and tools for correct fluid levels, pressure sand general operating condition. Services, cleans and washes vehicles and equipment.

8. Reports repair needs to supervisors and mechanics.

9. Performs other duties as may be assigned.

ENVIRONMENT,WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORT
Workis performed inside a garage, at field locations, outside in all weather conditions, in confined spaces, and inside vehicles. This position requires frequently working around, in, under and on top of machinery, equipment and vehicles. Ability to perform simple and routine manual labor and perform one routine job for a prolonged period. Current position includes some limited physical requirements including frequently performing strenuous manual laborfor extended periods of time under adverse and varying weather and climatic conditions, frequently moving and transporting equipment, supplies, and tools weighing up to 80 pounds, and possible exposure to hazardous conditions,chemicals, gases, and odors.

MINIMUM REQUIRED QUALIFICATIONS
