Associate Director - Barracuda Program Manager
Raytheon is seeking an Associate Director - Barracuda Program Manager to lead the Barracuda program, a Navy Program of Record focused on maturing the neutralizer from design through qualification testing and producing Engineering Development Model (EDM) assets, with Low-Rate Initial Production (LRIP) and Initial Operating Capability (IOC) in 2029. The Barracuda is a semi-autonomous underwater system with sensors and effectors that reacquire and neutralize undersea mines.
The Associate Director will lead a team, manage a portfolio, and serve as the lead customer interface.
- Provide portfolio leadership including strategic growth input, long-range and annual operating plan, and risk and opportunity management.
- Establish and maintain program metrics, define milestones/critical path, and monitor adherence to budgets and schedules to meet contract requirements.
- Set priorities for Engineering through Chief Engineer and CPT Leads.
- Serve as principal customer interface for shaping current contracts with government and industry partners and future growth into Organizational, Intermediate and Depot level support, RDT&E funded capabilities and international markets.
- Drive functional engagement, staffing, and metrics for production including risks and opportunities.
- Implement and execute RTX Program Lifecycle Model (RLPM).
- Coordinate Quarterly Program Reviews with the customer.
- Develop a strategic roadmap for autonomous mine neutralizer programs and technologies.
- Travel to customer and industry partner sites (up to 25%), and travel between Raytheon sites as needed.
- Conduct routine leader coordination meetings with immediate staff (PMs, CE, Finance, Contracts).
- Portsmouth, RI facility (Onsite). Other acceptable location:
Tewksbury, MA.
- Raytheon and RTX business acumen; organizational structure, responsibilities amongst programs and the functional areas, and deliverables.
- University degree or equivalent with a minimum of 12 years of relevant experience, or an advanced degree with a minimum of 10 years.
- Prior P&L experience.
- Prior DoD contract experience.
- Prior program/project management experience.
- Prior people management/leader experience.
- Understanding mine warfare tactics and operations.
- Experience with DoD customer acquisition, budgeting, export policy, and offset process.
- Proven track record of customer relationship building.
- Leadership experience in developing and mentoring others; change management; complex program execution; staffing and resources; matrixed organizations.
- Ability to develop and present strategic plans, AOPs, technology roadmaps, and to drive execution of approved plans.
- Ability to focus, motivate, and reward teams to achieve desired results.
