Lead a flagship transformation that will shape the future of housing services for over 15,000 households.

This is a rare opportunity to take ownership of a high‑profile Housing Management System (HMS) replacement programme—one that will modernise how residents access services, how teams work, and how a major public sector provider uses data, technology and insight to deliver safer, smarter, more responsive housing.

You’ll be at the heart of a once‑in‑a‑generation modernisation programme, backed by senior leadership, with strong organisational commitment and a clear mandate for change. The Role

You’ll lead the end‑to‑end delivery of a major cloud‑based HMS implementation—spanning planning, configuration, data migration, testing, cutover and post‑go‑live stabilisation.

You’ll coordinate specialists across digital, data, housing operations, finance, suppliers and governance teams to ensure everything lands smoothly, safely and in line with strategic goals.

This is a role for a leader: someone who can bring structure, clarity and confidence to a transformation that will change how thousands of residents and staff experience housing services.

Key Responsibilities
  • Lead the full lifecycle of a modern SaaS HMS implementation
  • Manage and motivate a multidisciplinary project team
  • Own delivery plans, governance, RAID, budget tracking and reporting
  • Oversee complex data cleansing and migration from legacy systems
  • Drive system configuration, integrations and technical readiness
  • Lead SIT, UAT, quality assurance and cutover planning
  • Support business change, training and user adoption
  • Ensure a smooth, well‑governed transition into BAU support
  • Track and deliver tangible benefits for residents, staff and compliance
  • Delivery of housing‑related IT programmes or large‑scale system implementations
  • Strong understanding of housing services (tenancy, repairs, rents, allocations, assets, ASB etc.)
  • Experience working with platforms like NEC Housing, Dynamics 365 or similar
  • Strong governance, reporting, risk and change control skills
  • Proven experience leading organisational and digital change
  • Understanding of GDPR and housing regulatory standards
  • Confident workshop and stakeholder facilitator
  • Supplier and contract management experience
