MANTECH seeks a motivated, career customer‑oriented Master Specification Catalog (MSC) Planner to join our team in Portsmouth, VA
. This role reports to the MSC Management Officer and is part of the Surface Maintenance Engineering, Planning, Program (SURFMEPP) organization.

The SURFMEPP maintains, monitors, and refines Class‑wide and Individual‑Ship Maintenance Plans for all non‑nuclear surface ships. The MSC Planner supports the development, maintenance, and refinement of catalog templates, ensuring alignment with Navy standards and project requirements.

• Support the MSC Management Officer by developing and maintaining catalog templates, implementing directed changes from SSRAC, and performing other MSC‑related tasks.
• Work within the Navy Maintenance Database (NMD) as a planner, primarily within Mechanical Disciplines.
• Maintain knowledge of the Joint Fleet Maintenance Manual (JFMM), especially Volume II (Integrated Fleet Maintenance) and Volume VII (Contracted Ship Maintenance).
• Write work item specifications/templates and conduct estimates in accordance with Appendix 4‑E of the JFMM.
• Use NAVSEA Standard 4‑E phraseology to develop work templates.
• Apply Navy maintenance work specifications, NAVSEA Standard Items, cost‑estimating techniques, and Joint Forces Maintenance Manual costing requirements.
• Conduct self‑ and peer‑review of MSC templates for technical and administrative integrity.
• Conduct technical research to support MSC template development, retrieving information from Navy technical repositories such as CORETL or MBPS.

• 10+ years of professional experience in Navy Maintenance or Modernization Availability Planning.
• Experience with Navy/Military Maintenance Database Programs (e.g., VSB, NMD, CCIMS, OARs).
• Experience training and mentoring less experienced employees.
• Experience speaking in front of Senior Military and Government Officials and large audiences, demonstrating strong customer interaction.
• Proficiency with Microsoft Office Programs.

• 15+ years of professional experience in Navy Maintenance or Modernization Availability Planning.
• Knowledge of regulations, policies, and precedents governing ship repair, availability, and management.
• Strong presentation and written communication skills that influence managers and support complex problem‑oriented correspondence and PowerPoint presentations.
• Ability to represent the organization in meetings and conferences.

• Must be a US Citizen and possess a current, active Secret Security Clearance.

• Transport and lift up to 30 lbs.
• Climb up to four flights of stairs, planks, or galley ways.
• Crawl and maneuver in confined spaces or bilge areas, if required.
• Operate standard office equipment.
• Be capable of going aboard a ship in an operational and industrial environment.
• Climb ladders and navigate scuttles aboard vessels.
• Remain in a stationary position 50% of the time.
• Occasionally move within the office to access file cabinets, equipment, or to communicate with co‑workers, management, and customers via email, phone, and/or virtual tools.
